IVACE_Aid for Energy Efficiency in Companies for the 2025 financial year
RESOLUTION of September 19, 2025, of the Presidency, calling for energy efficiency aid for companies charged to the 2025 budget, with financing from the European Union through the European Regional Development Fund.
Purpose of the Aid :
To offer, on a non-competitive basis, IVACE grants for energy savings and efficiency for businesses and organizations, through actions aimed at fulfilling international commitments to energy savings, energy diversification, and environmental protection.
Supportable Actions :
The actions eligible for subsidy are the energy saving and efficiency actions in companies and entities listed in section 3 of the regulatory bases (Resolution of August 18, 2025, published in the DOGV number 10179, of August 25, 2025)
1. The following energy saving and efficiency measures implemented within the Valencian Community will be eligible for support.
2. The actions that may be eligible for aid will be those that produce energy and energy savings.
Quantifiable CO2 emissions, supported by documentation. They must also comply with current legislation and use best available technology (BAT). The minimum energy-economic ratio will be 150 toe/€M (annual primary energy savings/eligible investment). The measurement of the energy savings achieved through this call will be calculated using the calculation methodology indicated in Annex V of Directive 2012/27/EU.

The following energy actions may be supported:
– Replacement of energy-consuming equipment and installations with equipment and installations that use
High-efficiency technologies or the best available technology, in order to reduce energy consumption and emissions

contemplated in the second section of point 3 of this base. In this case, the new equipment must be of high
energy efficiency and having the best available technology (BAT).
– Any other energy efficiency measures that meet the requirements defined in this base.
In any case, the equipment purchased must be new.
3. The following actions, among others, will not be eligible for subsidies:
– Installation of energy equipment powered by fossil fuels, including natural gas, or projects that increase fossil fuel consumption, including cogeneration.
– Aid for urban heating and/or cooling systems.
– Projects to improve the energy efficiency of the thermal envelope, thermal installations, and lighting in buildings used:
1. Administrative.
2nd Sanitary.
3. Commercial: shops, supermarkets, department stores, shopping centers and similar.
4. Public residential: hotels, hostels, residences, guest houses, tourist apartments and similar.
5th Teacher.
6. Cultural: theaters, cinemas, museums, auditoriums, conference centers, exhibition halls, libraries and similar.
7. Recreational activities: casinos, arcades, party rooms, nightclubs and similar.
8. Catering: bars, restaurants, cafes and similar.
9. Transport of passengers: stations, airports and similar.
10. Sports: gyms, sports centers and similar.
11. Places of worship, religious uses and similar.
12. Private residential: single-family homes, individual homes and apartment blocks.
– Implementation of equipment whose purpose is to improve the quality of the electrical network and not the achievement of a
Energy savings, such as voltage stabilizers, passive and active harmonic suppressor filters, capacitor banks, etc. In these cases, only those devices that produce energy savings will be supported, and only in the part of the system that produces energy savings. For this purpose, a certificate from an accredited laboratory confirming the calculated savings must be provided.
– Investments associated with increases in the production capacity of existing industrial plants, nor those
Investments in new industrial production facilities or new services, unless the new facilities replace existing facilities for the same product and with similar industrial capacity. If the increase in industrial capacity exceeds 10%, only the proportional share corresponding to the industrial capacity of the existing facility being replaced will be eligible.
– Installations for discharging heat from equipment to the outside to increase performance, or any other maintenance or upkeep of the facility, regardless of whether it generates energy savings.
– Vehicles used to transport materials, goods, people, and/or animals, both within the company during the extraction and processing process, and for transporting them outside the company. Electric chargers for these types of vehicles, as well as battery replacement, will also not be eligible.
– Energy saving and efficiency projects implemented by companies in the fishing and aquaculture sectors.
4. Investments made to comply with adopted Union standards may not be eligible for aid; however, investments made to comply with adopted Union standards that are not yet in force may be eligible, provided that the investment is made and completed at least 18 months before the entry into force of the standard.
5. Given the incentive nature of the aid, the actions covered by it may not have been initiated prior to the date of registration of the aid application.
6. Projects must be implemented within the framework of sustainable development and the promotion of protection and
environmental improvement, and, when co-financed by ERDF, must have a certificate declaring that the project does not affect the so-called Natura Network, a physical area of special environmental protection designated as such by the European Union. Obtaining this certificate will be managed by IVACE.
Given the incentive nature of the grants, the actions covered by them may not have been initiated prior to the date of registration of the grant application.
Beneficiaries of the Aid:
1. Any private entity or legal person, including groups without legal personality, non-profit entities, individual entrepreneurs, as well as the institutional public sector of any Public Administrations referred to in Article 2.2 of Law 40/2015, of October 1, on the legal regime of the public sector, may apply for the subsidies covered by this call.
2. Those who find themselves in any of the situations established in section 4 of the annex to the resolution of regulatory bases will not be eligible for these grants.
Amount of Aid:
1. The aid provided for in this call will be considered a subsidy, in accordance with the provisions of article 2 of Law 38/2003, of November 17, general subsidies, the maximum amount of which will be established in section 5 of the annex to the Resolution of August 18, 2025.
The maximum amount of aid will be 35% of the eligible cost for projects located in assisted areas that meet the conditions of Article 107, paragraph 3, letter c of the Treaty, and may be increased by 10 percentage points in the case of aid granted to medium-sized enterprises and 20 percentage points in the case of aid granted to small enterprises or non-economic activities carried out by non-profit entities and institutions, with a maximum of 400,000 euros per investment project.
The aid granted to a single company may not exceed 800,000 euros.
In any case, the grant will be awarded for a single financial year, so the respective calls for proposals will not provide for multi-year grants.
Application Deadline :
The application period will begin on the day following the publication of the extract of this call in the Diari Oficial de la Generalitat Valenciana (DOGV) and will end on December 30, 2025.
