Torrevieja Integrated Action Plan
The Torrevieja Integrated Action Plan has received funding of 8,562,418 euros in the framework of Sustainable Urban Development, charged to the European Regional Development Fund, ERDF, during the 2021-2027 programming period.
Its overall objective is to promote the beautiful, sustainable and inclusive integration of the southern neighborhoods of Torrevieja with the rest of the city, fostering the exchange and connection of citizens, knowledge and economic development.
To achieve this, specific objectives have been set based on improving the quality and beauty of urban spaces, boosting climate resilience and the connectivity of green infrastructure.
It also seeks to promote the economic, seasonal and territorial diversification of tourism in Torrevieja, as well as to encourage the social, digital and cultural participation of the vulnerable population.
The area of action of the PAI of Torrevieja is located in the southern part of the municipality and covers a total area of 95.4 hectares that make up the neighborhoods of El Acequión and San Roque.
This sector has a population of 4,171 residents and is delimited by significant physical barriers, such as the sea to the south, the N-332 road to the north and the Acequión infrastructure.
A strategy articulated in four major projects
Four major projects, which materialize in 13 actions, are based on three activation cores: social, economic and cultural; environmental and social; and cultural, heritage and economic.
The cultural, heritage and economic center will be located on the Eras de la Sal and its surroundings, seeking to promote the diversification and dispersion of tourism through the rehabilitation of the enclave, the creation of naturalized spaces for stay and the use of technology applied to tourism.
The socio-economic activation hub will be located in the San Roque Civic Center, which will become a space for socio-economic revitalization of the southern area and a point of access to municipal services.
The environmental and social activation hubs will be located in the schools, turning the courtyards of the CEIP Acequión and Inmaculada schools into climate refuges and spaces for coexistence through a participatory program with families.
In addition, a pedestrian and cycle path will be created as a green and safe axis connecting the three activation centers, combining sustainable mobility, environmental regeneration and a school route.
Local Integrated Development Strategy
These projects are reflected in the Local Integrated Development Strategy, EDIL, based on the methodology of the Spanish Urban Agenda.
The strategy was approved by Torrevieja after a participatory process in which technical staff, political leaders, citizens and the social, economic and cultural fabric reflected on the priority projects for the city.
Project 1. Economic, cultural and heritage activation hub: Eras de la Sal and its surroundings
The first of the PAI projects includes four actions, has a budget of over 12.6 million euros and includes the regeneration of the Sea and Salt Museum, as well as the regeneration of the Salt Promenade located on its roof.
It also includes a socio-cultural revitalization program in collaboration with local associations, with the aim of highlighting the city's historical origins and involving the population of the city center and the southern neighborhoods.
Additionally, the launch of a smart platform for promoting blue tourism is planned.
The platform will incorporate tourism data management tools, advanced sensor technology, and a digital twin based on artificial intelligence and predictive analytics.
Project 2. Socioeconomic activation hub: El Acequión and San Roque neighborhoods
Project 2, with an approximate budget of 2 million euros and three actions, seeks to transform the area into a more inclusive, sustainable and resilient environment.
The San Roque Civic Center will be created as a multifunctional infrastructure for economic, social and cultural promotion.
Digital literacy programs, mobile services to support electronic procedures, and practical training related to the blue economy will also be developed.
Project 3. Environmental and social activation hubs: renaturalization of school playgrounds
The project starts from the CEIP El Acequión and Inmaculada schools as key points in the connection between the southern neighborhoods and the rest of Torrevieja.
School playgrounds will be transformed into climate-resilient spaces that promote inclusion, well-being, and social cohesion.
The project will employ a participatory methodology involving students, teachers, families, and the neighborhood, and will incorporate an environmental education program.
The initiative is conceived as a pilot renaturalization experience that can be extended to other educational centers.
Project 4. Pedestrian and cycle path as a green connecting and safe axis
With a budget of nearly 4 million euros and three actions, this project aims to connect the southern territory with the city center.
The greenway will link Ronda de La Veleta, the San Roque neighborhood, El Acequión, the El Acequión and Inmaculada schools and the Eras de la Sal.
The corridor will prioritize sustainable and active mobility, integrating green infrastructure, safe school routes, and rest and leisure areas.
In this way, the aim is to offer an accessible, safe and comfortable environment for pedestrians and cyclists.
