Torrevieja officially establishes the CECOPAL (Central Council of the Regions) following the orange warning for heavy rains.
This afternoon, Torrevieja City Council officially established the Municipal Operational Coordination Center (CECOPAL), the body responsible for directing and coordinating emergency response efforts that may affect the municipality.
The meeting, chaired by Mayor Eduardo Dolón, was attended by the Councilor for Security and Emergencies, Federico Alarcón, as well as the heads of the departments of Health, Sports, Education, Cleaning Services, Lighting, Transportation, and Urban Planning, along with representatives from the Local Police, Civil Guard, Fire Department, Civil Protection, AGAMED, hospitals, ambulance services, and Proyecto Mastral.
During the meeting, it was agreed to maintain ongoing coordination among all municipal areas and services, with a commitment to assume responsibility and make joint decisions that allow for rapid, effective, and safe response to any eventuality. CECOPAL members will remain in constant contact and maintain a state of preparedness, given the uncertain evolution of the weather situation.
WHAT IS CECOPAL?
The Municipal Operational Coordination Center (CECOPAL) is part of the National Civil Protection System and is activated in municipalities when an emergency occurs or is anticipated that requires the coordinated intervention of different services.
Its function is to centralize decision-making, coordinate available resources, and ensure constant communication between all involved areas, ensuring a rapid and effective response to protect people, property, and the environment. In Torrevieja, its establishment strengthens preparedness and the capacity for joint action in the face of adverse weather events such as the current one.
ORANGE WARNING FOR HEAVY RAIN AND STORMS
The State Meteorological Agency (AEMET) has issued Special Warning No. 33/2025 for very heavy and persistent rainfall that will affect the southeast of the peninsula, including Torrevieja, from tonight, Wednesday, October 8, until at least Monday, October 13.
For Friday, October 10, a significant risk (orange level) is forecast for accumulated rainfall of up to 100 liters per square meter in 12 hours, with intense showers of up to 30 liters per hour, accompanied by thunderstorms, gusty winds, and possible hail. The most adverse forecasts estimate accumulations of up to 136 liters per square meter in some areas. The most critical period is expected between early Thursday morning and Friday night.
Although no storms of the intensity of the other cold snaps that have affected the city are expected, the current situation requires extreme caution and monitoring of official channels.
Torrevieja City Council sends a message of calm and confidence, reminding everyone that all municipal and emergency services remain activated and coordinated to ensure an effective response to any incident.
RECOMMENDATIONS TO CITIZENS
Torrevieja City Council, through its Department of Security and Emergencies, urges the public to take extreme precautions and act responsibly over the next few days:
Avoid unnecessary travel during periods of heavy rain.
Do not cross gullies, ravines or flood zones.
Secure outdoor objects and furniture that could be swept away by water or wind.
Keep drains and sinks clean in homes and businesses.
The CECOPAL (National Emergency Management Agency) and municipal emergency services will remain active throughout the rainy season, reviewing weather forecasts, which are updated three times a day.
MUNICIPAL AND SPORTS ACTIVITIES
For the time being, no municipal or sports activities have been canceled; they will continue as usual until further notice. However, the City Council recommends limiting travel and activities to the minimum necessary.
Public parks will remain open until there is a specific wind warning, although they may be closed preemptively if gusts warrant it.
INSTITUTIONAL ACT FOR THE DAY OF THE VALENCIAN COMMUNITY
Weather permitting, the official event for Valencian Community Day will be held on Thursday, October 9th, respecting the flag-raising ceremony at 11:00 a.m. in Plaza de la Constitución. The event will be accompanied by the Torrevieja Musical Union, which will perform the national anthems of Torrevieja, the Valencian Community, and Spain.
The raising of the flag will be presided over by Mayor Eduardo Dolón, along with the Salt Queen, Nuria Martí de Oro. Later, at 11:30 a.m., the recognition ceremony for the volunteers of the Torrevieja Local Civil Protection Group will take place in the snack bar of the Municipal Theater. In case of rain, the ceremony will move directly to the snack bar of the Municipal Theater at 11:00 a.m.
