The base budget for the tender amounts to 10,067,284.73 euros (VAT included), the deadline for submitting bids is 35 calendar days, and the duration of the works contract is 18 months.

The Local Governing Board (JGL) approved this morning the file, supporting documentation, technical specifications, technical specifications, and administrative clauses for the contract to redeveloped Los Locos beach. The Councilor for Urban Services of the Torrevieja City Council, Sandra Sánchez, reported that the base budget for the tender amounts to €10,067,284.73 (VAT included), with a 35-day deadline for submitting bids and an 18-month contract duration.

The project has been drafted by the Valencian architect Juan Ignacio Fuster Marcos, in whose drafting he has been adapting the project to the needs and all the sector reports of both the Ministry of Environment, Infrastructure and Territory, dependent on the Valencian Government, and the Provincial Coastal Service, dependent on the Ministry for Ecological Transition and Demographic Challenge.

OBJECTIVE OF THE WORKS:

The aim of these redevelopment works is to give the promenade sufficient dimensions to allow for pedestrian traffic and interaction, improve accessibility to the beach, and foster a more direct, pleasant, and suitable connection between the city and the beach, better suited to the needs of the 21st century. Likewise, the project seeks to create a more natural and welcoming coastal image for the municipality, while remaining compatible with the existing urban space by providing improved infrastructure, shade, and natural elements along the entire route. An effort has also been made to address and reconcile the diverse needs of restaurant and bar terraces, striving to give them a common and unified appearance that aligns with the new promenade, clearly defining the different areas and offering a modern, cohesive, and integrated aesthetic.

In short, this is a more natural proposal with an urban character, which, as far as possible, combines renaturalization by introducing more green spaces, pedestrian areas, trees, street furniture, children's play areas, and outdoor fitness areas. The project involves over 1,100 meters of coastal pedestrianization and a total area of 21,044.75 square meters.

THE DESIGN AND CONFIGURATION OF THE PROMENADE

The proposal focuses on creating an urban yet naturalized promenade, fostering a continuous relationship between the city and the beach. The design utilizes the existing slopes to achieve a fluid connection between the different levels, blurring the boundaries. A two-level seafront promenade has been envisioned, both levels remaining within the shoreline.

The first level, at the upper elevation, which currently corresponds to the sidewalk levels providing access to the buildings, is a continuous, wide, stone-paved promenade. It accommodates pedestrian traffic, rest areas, and social spaces, as well as complementary services such as shops and restaurants (particularly outdoor seating areas). This is the most urbanized area of the project, with a direct connection to the city and the surrounding buildings. Restricted vehicle access to garages is incorporated at this level, along with the necessary right-of-way for municipal and emergency vehicles, as is typical for a seafront promenade.

The second level is a lighter, wood-look element that gently connects the lower level (beach/sea level) with the upper level (current sidewalk level) paved with light-colored stone. A narrower walkway continues on the lower level, ascending and descending from the upper level, unfolding into a winding path that traverses areas of proposed vegetation at different levels. In the intermediate areas between the walkways, terraces are created, supporting diverse vegetation and providing rest areas. At the upper level, these terraces widen, allowing for the introduction of trees to provide shade for the walkway, as well as areas for relaxing beneath them.

In the beach area, small, lightweight, removable structures made of synthetic wood or equivalent materials are being built to bring the area closer to the sea, as well as three children's play areas and two sets of public toilets and a health post, also prefabricated and removable.
