Torrevieja City Council is appealing the TARC's decision on the urban transport contract and will publish the tender again in the coming days.

Eduardo Dolón announces that the service improvements will be maintained, with 32 buses —seven of them electric—, the same routes, frequencies and technology planned in the original contract

The mayor of Torrevieja, Eduardo Dolón, announced this morning the resolution issued by the Central Administrative Court of Contractual Appeals (TACRC), which annuls the tender for the city's urban transport service. The appeal, filed by the company Ruiz Bus SL on May 27, was resolved on October 23, even though the company itself did not submit a bid in the tender process.

We defend legal certainty and transparency in municipal contracting processes. We understand that the tender was fully compliant with the law, but, in any case, we have decided to adapt the specifications to the observations of the TACRC and re-tender the contract in the coming days so as not to delay the modernization of urban transport,” the mayor stated.

The mayor recalled a similar situation with the Parks and Gardens contract, in which the Central Administrative Court of Contractual Appeals (TACRC) upheld an appeal filed by a company lacking sufficient standing. Subsequently, the High Court of Justice of the Valencian Community (TSJCV) ruled in favor of the City Council, confirming the validity of the bidding process.At that time, we decided to appeal, but also to adjust the tender specifications so that we could have the service up and running as soon as possible. Now, the same thing is happening: we will appeal the decision, but we will work in parallel to reactivate the process, given that we already have a favorable ruling on our side,” he emphasized.

The new tender will maintain the bid price, the concession period and the service design, which will represent a qualitative leap in urban mobility in Torrevieja.

The new contract includes the addition of 32 state-of-the-art buses, seven of which will be 100% electric and the rest hybrid, as well as the implementation of a technological system for managing and controlling the service, information panels at bus stops, and a mobile application for users,” Vidal explained.

He also confirmed that the design of lines, routes and frequencies will be the same as that approved in the initial tender, since " it responds to the mobility study carried out by the City Council and to the current needs of the citizens . "

The City Council plans to approve the new tender specifications at the Local Governing Board meeting in the coming days, with the aim of publishing the tender before the end of the month and awarding the new service contract at the beginning of 2026.

Eduardo Dolón concluded by highlighting that this project is " an essential piece to improve sustainable mobility, reduce emissions and offer modern, accessible and efficient public transport for all Torrevieja residents."
