The council definitively approved the 2026 municipal budget, which amounts to 187.7 million euros, after dismissing the claims for not meeting the legal requirements.
The Torrevieja City Council has today definitively approved the Municipal Budget for the year 2026, which amounts to 187,732,919.75 euros (an overall increase of 11.38% compared to the 2025 budget), after resolving the claims presented during the public information period and after the reports issued by the General Intervention.
The Councillor for Economy and Finance, Domingo Paredes, explained that the allegations made by the opposition municipal groups “do not meet the legally established requirements to succeed, as clearly and unequivocally demonstrated by the Intervention report,” recalling that this procedure “is not a political or ideological debate, but a strictly regulated process.”
Domingo Paredes stressed that the claims presented “do not prove a real lack of income, nor an omission of enforceable obligations”, but rather raise “issues of political expediency that were already debated and voted on at the time of the initial approval of the budget and were not raised when it was appropriate by the PSOE”.
RIGOR IN REVENUE AND SECURITY IN SPENDING
The Finance Councillor has emphasized that the revenue forecasts for the 2026 budget have been prepared “following the criteria of the Ministry of Finance, applying the principle of prudence, with real data on budget execution and multi-year averages”, thus ruling out any claim about unrealistic or inflated revenues.
In this regard, he pointed out that both the forecast of municipal capital gains tax and that of fees and registers "are based on technical reports and the actual evolution of revenue," guaranteeing the balance of the accounts.
INVESTMENTS AND FINANCING IN ACCORDANCE WITH THE LAW
Regarding the financing of investments, Domingo Paredes has been emphatic in stating that "the budget does not anticipate unsupported expenses nor does it commit non-existent resources," since all actions are properly conditioned in accordance with budgetary regulations and the Implementation Guidelines.
He also indicated that the budget meets the objectives of stability and financial sustainability, and that, after final approval, the procedures to request withdrawal from the Economic-Financial Plan will begin.
The report from the Intervention Department identified a clerical error in the calculation of net savings, which was corrected before final approval, resulting in net savings even higher than initially projected. "This demonstrates rigor, transparency, and the ability to correct errors," the councilor stated.
THE BUDGET WITH THE GREATEST CITIZEN REPRESENTATION
During his speech, Domingo Paredes emphasized that the 2026 Budget has the greatest citizen representation in Torrevieja's history, not only due to its plenary approval but also because of the direct participation of residents and community groups through a regulated, open, and transparent process. "This is a budget that originates from the city, incorporating proposals from citizens in all neighborhoods and from diverse backgrounds, and that excludes no one," concluded the Councilor for Economy and Finance.
With this final approval, Torrevieja is among the first major municipalities in Spain to have its budget approved, providing the City Council with stability, legal certainty and management capacity to continue advancing in the transformation of the city.
MORE THAN 46 MILLION EUROS IN REAL INVESTMENTS
Of particular note in the 2026 Budget is the Investment section, which reaches €46,191,308.29, representing a 44.03% increase over the previous year. The planned projects include the completion of major works currently underway, new initiatives in mobility, infrastructure, green spaces and accessibility, as well as urban regeneration and energy efficiency programs.
Among the highlighted investments are: 2,260,000 euros in the remodeling and improvement of parks and gardens, including the new Alto de la Casilla park (500,000 euros), as well as the new "Tomás Ballester Herrera" Day Center for people with Alzheimer's and other neurodegenerative diseases, new pedestrian paths, redevelopment of neighborhoods and improvement of public lighting throughout the municipality of Torrevieja, in addition to investments in citizen security and equipment for the Local Police.
On the other hand, among the main subsidies are: 800,000 euros to local NGOs, 400,000 euros in aid to pensioners, 300,000 euros for family reconciliation and maternity, 350,000 euros to the Individualized Economic Aid Program (PEIS), 100,000 euros to the Torrevieja Carnival for its self-management, 80,000 euros to the Academic Excellence Awards, 90,000 euros to the CONVEGA Consortium for the promotion of employment and economic revitalization, or 200,000 euros for school and educational transport.
Finally, the budget incorporates new social aid programs to be created in 2026, such as 50,000 euros for the rehabilitation of minors with cancer, 30,000 euros for rehabilitation and physical activity programs for people with neurodegenerative diseases, and 200,000 euros for youth emancipation aid, intended for access to renting a primary residence.
