The mayor of Torrevieja, Eduardo Dolón, has met with the residents of Torresal to announce the imminent start of the works that will be carried out on the 6 buildings included in this area within the Neighborhoods Program and which, in addition to solving the structural damage that these housing blocks present, aims an energy improvement of between 45%-60%.

Eduardo Dolón, who was accompanied by the Councilor for Urban Services, Sandra Sánchez, and part of the European Funds Unit team, presented the work plan together with the technical management carried out by the company La Erreria SL, which has also been in charge of drafting the project, and a representative of the company awarded the works Nerco Infraestructuras SL, the work plan, which begins with the presentation of the Health and Safety Plan, the signing of the site handover report and the start of the works next week.

The works, awarded for €485,881 and financed by Next Generation-EU funds through the Ministry of Housing, the Valencian Regional Government, and the Torrevieja City Council, focus on two main areas: firstly, structural rehabilitation, including reinforcing the building's structure, which has settled, by injecting resins to compact the ground and reinforcing load-bearing walls with cracks; structural reinforcement of the existing flat roof to prepare it for the planned installation of solar panels; and reinforcement of cantilevered slab edges that have detached and/or cracked near the reinforcement bars. Secondly, energy efficiency improvements include installing solar panels on the already rehabilitated flat roof, laying 100mm XPS thermal insulation to enhance the building's thermal performance, and replacing existing domestic hot water heaters with 100L air heaters in each apartment. In addition, small improvement works are carried out on facilities that require urgent improvements such as the connection of the water evacuation network to the municipal network collector and new branching of downpipes and the construction of a new rainwater evacuation network.

The Barrios program is framed within Royal Decree 853/2021, of October 5, which regulates the aid programs in the area of residential rehabilitation and social housing of the Recovery, Transformation and Resilience Plan, specifically in the call for subsidies of the Valencian Government of the Aid Program for rehabilitation actions at the neighborhood level of the Recovery, Transformation and Resilience Plan 2021-2026, being framed in C2.I1 (component 2 «Housing rehabilitation and urban regeneration plan, through investment 1 «Rehabilitation programs for economic and social recovery in residential environments»).

This program has received €7,498,986.05 in funding from the Ministry of Housing and the Valencian Regional Government. In addition, the City Council is contributing €1,416,291.78 for building rehabilitation. Therefore, the total budget for the Torrevieja ERRP (Regional Rehabilitation Program) amounts to €8,915,277.83, which includes the work of the Rehabilitation Office, the Urban Regeneration of Colonia San Esteban, and the Building Rehabilitation of the Colonia San Esteban, Torresal, and Portalicos areas.
