The design of the socio-cultural activation of the San Roque and Acequión neighborhoods, financed by FEDER, is put out to tender for 165,059 euros.
The Local Governing Board of the Torrevieja City Council has approved this morning the specifications that will govern the contracting of technical assistance for the design of the sociocultural activation of the neighborhoods of San Roque and Acequión, an action framed in the Integrated Action Plan of Torrevieja (PAI), within the Local Integrated Development Strategy (EDIL).
The contract has a base budget of €165,059.31 and a term of 48 months. Its purpose is to establish the foundations of a collaborative social and cultural program, developed by local entities through activities subsidized by the European Regional Development Fund (ERDF), that promote the cultural diversity and heritage of Torrevieja.
The action includes a process of participation and technical support that will range from the identification of cultural agents and the shared design of proposals to supporting entities to access aid and justify the subsidized projects.
The winning company will have to identify the cultural ecosystem of Torrevieja, with special attention to the neighborhoods of Acequión and San Roque, and create collaboration networks between the different agents that are part of it.
Furthermore, it will be responsible for co-designing a cultural narrative for both neighborhoods, understood as a shared framework to guide projects and activities, and identifying potential spaces for its development. To this end, it will design and facilitate co-creation workshops with cultural agents and associations, incorporating their participation in defining the proposals.
SUPPORT FOR GRANT DESIGN
Another task of the technical assistance will be to support the design of the call for grants for cultural entities, so that the initiatives are framed within the cultural narrative defined for the neighborhoods and comply with the requirements of the Spanish Multiregional Operational Programme (POPE) FEDER 2021-2027.
The successful bidder will develop support materials for potential applicants, including project submission guides, report templates and frequently asked questions documents, in order to facilitate the preparation of applications.
A LABORATORY FOR GENERATING JOINT PROPOSALS
The contract includes the management of a co-creation laboratory on artistic and cultural practices and mediation, in which concrete proposals will be generated that the participating agents can submit to the grant call.
This space will also aim to build links and networks between actors who do not usually collaborate, promoting the development of shared initiatives and the participation of different groups in the sociocultural activity of the neighborhoods.
TECHNICAL SUPPORT FOR ENTITIES
The winning company will also act as a technical support office for the organizations, providing guidance throughout the various stages of the process. This service will include assistance in formulating project proposals, answering questions about submitting them to the municipal grant application process, and supporting the justification of the aid received.
The objective is to reduce barriers to access to financing for entities with less technical or administrative capacity and to ensure that the projects submitted meet both the criteria of the call and the objectives of this action of the Integrated Action Plan.
At the end of the work, the successful bidder must prepare a report of recommendations for the development of sustainable municipal cultural policies, based on the lessons learned during the 48 months of contract execution.
EUROPEAN FUNDS FOR PARTICIPATION AND SOCIAL INCLUSION
This operation, identified as P1.O2, is part of the PAI and the EDIL of Torrevieja, approved in the context of the ERDF POPE 2021-2027. The action contributes directly to Policy Objective 5 (PO5), "A Europe closer to its citizens", aimed at promoting integrated and participatory development to improve the quality of life and social cohesion in the territory.
According to the Criteria and Procedures for the Selection of Operations (CPSO), it falls under action types TI00152, "Measures to promote equal opportunities and active participation in society", and TI00127, "Other social infrastructures that contribute to social inclusion in the community".
