Torrevieja City Council closes 2025 with more than 10 million euros of adjusted budget surplus and a solid financial position

The municipality's net worth reaches 212.8 million euros, and the liquidity and treasury ratios confirm the City Council's ability to meet its short-term obligations. Domingo Paredes emphasizes that the growth in population, services, and administrative activity is sustained by healthy accounts and enhanced control mechanisms.

The Torrevieja City Council will bring to the Plenary the final approval of the General Account corresponding to the 2025 financial year, which reflects positive results in the main budgetary, asset and treasury magnitudes.

The General Account comprises the accounts of the City Council and its two autonomous bodies: the Municipal Board of Habaneras and the Joaquín Chapaprieta Municipal Institute of Culture. The Adjusted Budget Result amounts to €10,145,487.24, meaning the fiscal year closes with a positive balance once again.

Likewise, the total Treasury Surplus reaches 45,358,220.08 euros, of which approximately 19.6 million correspond to the Treasury Surplus for General Expenses.

The Councillor for Economy and Finance, Domingo Paredes, pointed out that these figures “confirm that the City Council maintains a very sound financial position and that the growth of the city and municipal activity is occurring on a healthy financial footing.” “Torrevieja has an ever-increasing population, provides more services, develops more projects, and manages a much higher volume of administrative activity than a few years ago. The important thing is that this growth is taking place with stability, liquidity, and financial capacity,” he added.

MUNICIPAL LIQUIDITY AND ASSETS

The General Account places the liquidity ratio at 3.4515 and the treasury ratio at 3.1495. These figures show the City Council's ability to meet its short-term obligations normally and to manage municipal affairs from a secure treasury position.

From a financial perspective, the consolidated Balance Sheet amounts to €236,627,793.77. The Income Statement also reflects that the City Council generated savings during the year and ends 2025 with an approximate net worth of €212.8 million.

The City Council will continue updating the municipal inventory and coordinating it with accounting to obtain a more accurate picture of its assets. This process includes identifying and updating assets, removing items that should no longer be listed, reviewing valuations, and moving towards fully integrated asset management.

Paredes explained that “we have a very important municipal heritage and our goal should not only be to know what we have, but to have it correctly identified, valued and managed.”

RECORD OF ACTIVITY SUBJECT TO AUDIT

During 2025, 2,793 audit reports were issued on files related to works, services, supplies, agreements, subsidies, personnel, financial benefits, and fees, among other matters. This is the year with the highest number of audited actions, a figure that demonstrates both the increase in municipal activity and the strengthening of its control mechanisms.

The General Intervention and Budget Management departments are also working on the implementation in GESTIONA of a new Internal Control Module, designed to systematize procedures and make the economic control of municipal activity more efficient and secure.

“Managing a larger budget, contracts, grants, and services requires better oversight tools. We are moving towards an administration with greater management capacity, but also with greater control and legal certainty,” the finance councilor stated.

ALLEGATIONS REGARDING THE GENERAL ACCOUNT

During the public comment period, the Socialist Municipal Group submitted objections to the General Account. Following their analysis, the Audit and Accounting departments concluded that the objections were based on a premise not contemplated in the applicable regulations. Since this initial regulatory criterion does not exist, the subsequent calculations and conclusions cannot be sustained, and therefore their rejection is recommended.

The review of the documentation also revealed a numerical discrepancy in the Adjusted Budget Result, which was identified and corrected. This correction does not alter the main economic figures of the General Account, nor does it affect the Treasury Surplus, liquidity, debt, budgetary stability, or the rights of third parties.

Paredes stated that “the technical reports are clear: once the starting point is corrected, the conclusions drawn from it cannot be maintained. The General Account reflects the City Council's true financial situation and must be approved in accordance with legally established criteria.”

HEALTHY FINANCIAL STATEMENTS TO FACE NEW CHALLENGES

The Councillor for Economy and Finance has positively assessed the closing of 2025, although he recalled that the City Council must continue to improve asset management, modernize internal control and increase its execution capacity in the face of the annual increase in the resources and services managed.

“To face these challenges, it is essential to start with sound finances. Torrevieja is experiencing extraordinary growth, and the City Council is supporting this growth from a stable economic and financial position,” he concluded.

The proposal to be submitted to the Plenary Session today includes the approval of the General Account of the Torrevieja City Council for the 2025 financial year and its subsequent submission to the Court of Auditors and other competent auditing bodies.
