The Torrevieja City Council's contracting committee proposes awarding the construction of the Sea and Salt Museum to Abala.
The Torrevieja City Council's Procurement Committee, meeting on October 2nd, unanimously agreed to recommend ABALA Infraestructuras, SL as the winning bidder for the construction of the Sea and Salt Museum and the regeneration of its surroundings, along with the rehabilitation of the Saltworks Administration Building and the Caballete (a traditional saltworks structure). The company received the highest score in the bidding process, with 96.9781 points out of 100.
ABALA's bid amounts to €16,669,412, including VAT, compared to a base tender budget of €18,109,085. This proposal represents a 7.95% decrease and a reduction of €1,439,672 from the starting price. The offered price breaks down into a base price of €13,776,374 and €2,893,038 corresponding to VAT.

A MAXIMUM IMPLEMENTATION PERIOD OF 20 MONTHS
The maximum total duration of the works contract will be 20 months from the signing of the site survey verification report. The execution is organized into two concurrent phases: the regeneration works of the Maritime Museum and its surroundings have a maximum term of 20 months, while the works on the Saltworks Administration Building and the Caballete must be completed within a maximum of 12 months, both included within the total term.
ABALA also offers to extend the warranty for the works by an additional 45 months beyond the year stipulated in the contract, bringing the total period to 57 months, equivalent to four years and nine months.
RECOVERY OF MARITIME AND SALT HERITAGE
The project will enable the development of the spaces designated for the Sea and Salt Museum, the urbanization of its surroundings, and the restoration of the Saltworks Administration Building and the Caballete (a traditional saltworks building). The plans were drawn up by Paredes Pedrosa Arquitectos, SL and were approved by the Local Governing Board on June 12, 2026.
The regeneration of the Maritime Museum and its surroundings is integrated into the Torrevieja Integrated Action Plan and the Local Integrated Development Strategy, with co-financing from the European Union through the European Regional Development Fund (ERDF), within the framework of the Spanish Multiregional Programme 2021-2027. Following this agreement, the Board has submitted the proposal to the contracting authority to continue the procedures prior to awarding the contract. ABALA is expected to be required to provide the documentation stipulated in the tender documents and to establish a final guarantee of €688,818.71, with a deadline of ten business days from the day after receiving the request.
