Agamed reinforces Torrevieja's flood protection with 37.6 kilometers of stormwater network and more than 64,700 cubic meters of storage
The Board of Directors of AGAMED, chaired by the Mayor of Torrevieja, Eduardo Dolón, presented and approved this morning the 2025 Sustainable Development Report, which places investment in hydraulic infrastructure and flood prevention among the company's main management priorities. The document highlights a 37.6-kilometer network of stormwater pipes and a storage capacity of 64,738 cubic meters, distributed across nine strategic areas of the city, including two large floodable parks.
These infrastructures allow for the controlled retention and drainage of rainwater, helping to reduce the risk of flooding and its effects on the urban environment. The report also highlights the €3.9 million investment in stormwater infrastructure within the port area, as well as the renovation and improvement work carried out on the water supply and sanitation networks.
Eduardo Dolón has highlighted the importance of continuing to develop investments in infrastructure prepared to face environmental challenges and intelligent stormwater management systems, linking these actions with the protection of the environment and the well-being of citizens.
NINE STORAGE AREAS TO MANAGE HEAVY RAINFALL
One of the most relevant findings of the report is the stormwater storage capacity of 64,738 cubic meters, equivalent to more than 64.7 million liters. This capacity is distributed among nine strategic locations and includes two large floodable parks. These areas are part of a management model that combines hydraulic infrastructure with nature-based solutions. Their function is to temporarily store water during rainfall events and facilitate its controlled release, reducing pressure on the drainage system and minimizing the impact on the most vulnerable areas.
The stormwater drainage network spans 37,600 meters, of which 35.7 kilometers are gravity-fed pipes and 1.9 kilometers are pumped pipes. The report also highlights the incorporation of dynamic water diffusers to minimize pollution carried by runoff and improve the environmental quality of the urban area.
AN INVESTMENT OF ALMOST 4 MILLION EUROS IN THE PORT AREA
Among the key actions highlighted in the document is the €3.9 million investment in the port area, which includes the addition of hydrodynamic separators to the stormwater management system. This project combines improvements to drainage infrastructure with the treatment of pollution carried by runoff. In this way, stormwater management incorporates both drainage capacity and environmental protection for the receiving areas.
These actions are part of Torrevieja's adaptation to more frequent and severe episodes of torrential rainfall, through infrastructure capable of responding to these situations and reducing their consequences on the city.
MORE THAN ONE MILLION EUROS FOR A MULTIFUNCTIONAL SPACE WITH SUSTAINABLE DRAINAGE
The report also includes, within the plan for new green infrastructure, the new multifunctional floodable park in Aguas Nuevas, which will be inaugurated shortly, and which has a planned investment of over one million euros and an area of more than 4,100 square meters.
The design combines sustainable stormwater management with new public spaces for sports, leisure, and recreation. It includes a sports area with a skatepark and skate bowl, all of which are integrated into the sustainable urban drainage system.
The project also includes over 1,500 square meters of rain gardens and sustainable drainage solutions, featuring native vegetation and measures to promote biodiversity. The initiative proposes a 20% increase in the area of naturalized spaces, also incorporating the function of a climate refuge.
MORE THAN 3.5 MILLION EUROS IN RENEWAL AND INVESTMENT IN THE NETWORKS
Alongside the stormwater infrastructure, the report details the financial effort allocated to modernizing the entire hydraulic system. In 2025, €2,397,308 was spent on renovations and €1,128,260 on investment, totaling €3,525,568.
The improvements to the water supply system enhance distribution and reduce losses due to leaks. In sanitation, the improvements focus on increasing wastewater evacuation and drainage capacity, preventing infiltration, and addressing odor problems.
The drinking water network spans 709.39 kilometers, with nine reservoirs totaling 38,200 cubic meters of capacity and four pumping stations. During the year, 10.637 million cubic meters of water were supplied, serving 129,575 customers.
Cleaning of 322 kilometers of sewers and 5,513 storm drains
Preventive maintenance is another key element in the operation of the infrastructure. AGAMED has 343.4 kilometers of sewer network, including gravity and pressure pipes, and 36 pumping stations. During 2025, 322 kilometers of sewers and 5,513 storm drains were cleaned, and 174,051 meters of the network were inspected using CCTV cameras and poles.
Preventative maintenance included 2,203 hours of scheduled cleaning and addressing problem areas, as well as 1,209 hours of facility inspections and defect detection. Additionally, 1,164 meters of piping were replaced, and 185 manhole covers were replaced with watertight ones.
The report underscores the importance of citizen collaboration in maintaining these facilities. In the last year, 221 tons of non-biodegradable waste, such as wipes, masks, and gloves, were removed, and approximately 220 incidents involving pumps and networks were addressed.
100% REUSE OF TREATED WATER AND UTILIZATION OF WASTE
Investment in and maintenance of the infrastructure are complemented by a resource utilization model. In 2025, AGAMED reused 8,105,796 cubic meters of treated wastewater for agricultural irrigation, representing 100% of the treated water.
Additionally, 11,555 tons of sewage sludge were recovered: 8,948 tons were used for agricultural purposes, 2,506 tons for fuel, and 101 tons for composting. Furthermore, 9,515 tons of construction and demolition waste were recovered.
In terms of energy, the company covers 100% of its electricity purchases with renewable energy and has a photovoltaic installation in Torreblanca that generates more than 60,000 kilowatt-hours annually. Its fleet consists of 27 electric and hybrid vehicles, representing 61.36% of the total.
SOCIAL PROTECTION AND CITIZEN SERVICES
The report also maintains a strong social focus. During 2025, the Social Fund allocated €374,868 to help 1,044 families pay their water bills, in coordination with municipal social services.
These grants are in addition to €739,288 financed without late payment interest, through 1,070 payment commitments. The cumulative contribution to social funds over the last six years amounts to €1,901,498.
The company also allocated over €232,000 to 383 social initiatives, including employability programs, university scholarships, environmental education, and collaboration with local organizations. Its operations utilized 148 local suppliers, with purchases totaling six million euros.
In terms of service quality, 1,029 water analyses were performed during the year, 3,392 customers were connected to remote meter reading, and 132,538 online transactions were processed. The overall service rating was 7.70 out of 10.
The balance sheet approved by the Board of Directors thus reflects the role of hydraulic infrastructure in the protection and operation of Torrevieja, with special attention to rainfall management, the modernization of networks and the use of water, along with measures to support families.
