Awarded for more than three million euros the maintenance of public lighting for the next four years
The Torrevieja City Council has awarded the contract for public lighting maintenance services to SOCIEDAD IBÉRICA DE CONSTRUCCIONES ELÉCTRICAS, SA (SICE) for a total of €3,022,515.72 (VAT included), with a duration of four years. The equivalent annual amount is €755,628.93.
The contract will allow for comprehensive maintenance of municipal facilities, with the aim of ensuring their operation, preserving the safety of public spaces, and maintaining systems designed for the efficient use of energy.
The service will cover the entire municipality and will include the lighting of roads and public green areas, the decorative exterior lighting of municipal buildings and the unique lighting elements of statues, ornamental elements and signs owned by the municipality.
Its scope will include luminaires, supports, control panels, overhead and underground cabling, conduits, manholes, grounding systems, and photovoltaic lighting equipment. Decorative lighting for festivals is governed by a separate contract.
24-HOUR GUARD AND EMERGENCY CARE
The specifications stipulate a 24/7 on-call service, staffed with qualified personnel, equipped with a vehicle with a lift, communication equipment, GPS, and spare parts to respond to incidents. A permanent telephone hotline will also be available, along with a log of reports and actions, accessible electronically to the municipal service, allowing them to track incidents and the measures taken to resolve them.
The maximum response time stipulated in the tender specifications for an emergency is one hour, without prejudice to any reduction that may have been agreed upon in the winning bid. Emergencies include, among others, fallen or unsafe streetlights, installations posing a risk of electrocution, and lack of lighting in high-traffic areas.
The on-call staff will be reinforced with two teams, as determined by the municipal service, at no additional cost and for a maximum of two months. Unless otherwise indicated, this reinforcement will take place during July and August.
BREAKDOWN REPAIRS AND PERIODIC INSPECTIONS
Generally, faults must be repaired within 48 hours of being detected. If the nature of the fault makes it impossible to meet this deadline, the company must report the causes, and the municipal service will set a repair timeframe. If there is a risk to people or property, intervention will be immediate, with temporary repairs or service interruption when necessary.
When a fault affects three or more consecutive light points and requires more than 48 hours for repair, the contractor must carry out a temporary installation that allows at least 50% of the normal lighting to be recovered.
Maintenance will include nightly checks of all light points three times a week, on alternate days, and the replacement of those found to be out of service on the next working day.
Daytime inspections must cover all facilities within four months, with weekly reports. These inspections will allow for checking the condition of supports, cabinets, light fixtures, manhole covers, and connections, as well as detecting obstacles or vegetation that reduce lighting. Control centers will be inspected, serviced, and cleaned at least once a year.
CLEANING AND MAINTENANCE OF FACILITIES
The streetlights in key areas will be cleaned at least once a year, and those in the rest of the municipality at least every two years. These areas include the Plaza de la Constitución, the Vista Alegre, Paseo de la Libertad, and Juan Aparicio promenades, the areas around the beaches of El Cura, Los Locos, and La Mata, all the beaches, and the access points to the port of Torrevieja.
The contract includes the daily cleaning of graffiti, stickers and advertising attached to lampposts, as well as the painting of columns, poles and supports that require it during the first and third years of the contract.
The company must maintain and repair the network components, including damage resulting from accidents and vandalism, and manage theft incidents in accordance with the specific conditions of the tender documents.
REMOTE MANAGEMENT AND ENERGY CONTROL
The winning bidder will maintain the municipal remote management system, assuming responsibility for all necessary repairs, upgrades, licenses, and communications. This system allows for the programming of control panels, monitoring of electrical parameters and operating hours, and detection of power outages, accidental on/off cycles, malfunctioning lamps, and leakage currents.
The contract includes monitoring lighting schedules, maintaining lighting control systems, taking lighting measurements, and performing electrical safety checks. Grounding and phase balancing will be checked at least twice a year. Furthermore, regulatory inspections will be carried out, any deficiencies found will be corrected, and waste generated by maintenance work will be managed.

The minimum human resources required total eleven professionals, with the following dedications:

The minimum vehicle fleet comprises two light vehicles, two flatbed trucks with a working height of up to 18 meters, and one 15-ton crane truck. The company must have premises within the municipality, including offices, a guard station, a garage, and a warehouse stocked with sufficient spare parts to cover regular service and emergencies. Furthermore, the company must increase its human or material resources if those currently available are insufficient to meet the required quality standards, without raising its prices.
