REGULATIONS AND CALL FOR APPLICATIONS FOR GRANTS FOR THE BIRTH AND/OR ADOPTION OF CHILDREN IN THE CITY OF TORREVIEJA. 2026 CALL FOR APPLICATIONS.
1 OBJECT
The purpose of these rules is to regulate the procedure for requesting, processing and granting aid that the Torrevieja City Council grants on the occasion of the birth and/or adoption of children.
These subsidies are based on Articles 39, 137 and 140 of the Spanish Constitution, and on Articles 1 and 2 of Law 7/1985, of April 2, on the Bases of Local Government.
This call for applications will cover aid for births occurring during 2025, from January 1, 2025 to December 31, 2025.
2. BENEFICIARIES AND APPLICATION DEADLINE.
Married couples, civil partnerships and single-parent families, holders of the family book or with a birth certificate, can apply for the subsidy for births that took place in 2025, that is, in the period from January 1, 2025 to December 31, 2025.
In cases of annulment, separation or divorce, the beneficiary of the benefit will be the father/mother in whose custody the children are to remain, in accordance with the provisions of the regulatory agreement or judicial sentence of annulment, separation or divorce, and in the case of shared custody it will be distributed 50% between the parents.
In any case, with respect to the same dependent, understood as the minor born in the period stipulated in this call, only one of the two parents or adoptive parents may be the beneficiary of the aid, in their own name or on behalf of the cohabitation unit.
Interested parties who are minors must act through a legal representative unless they are emancipated.
Parents who have been totally or partially deprived of parental authority over their children or whose guardianship has been assumed by a public institution will not be eligible to be beneficiaries.
Foreigners who meet the requirements of these rules (including those of registration) may be beneficiaries provided that they meet the conditions of legal residence in Spain (Organic Law 4/2000, of January 11, on the rights and freedoms of foreigners in Spain and their social integration, and implementing regulations).
Those who have adopted a minor with an adoption resolution between January 1, 2025 and December 31, 2025, may apply for the aid.
The deadline for applying for the aid will be 30 working days from the day after the date of publication of this Call.
This aid is "requested" and will be granted strictly in order of application, based on compliance with the requirements established in these regulations and within the limits of the funds allocated in the Municipal Budget.
3 REQUIREMENTS FOR BENEFICIARIES
The requirements to qualify for the grant are:
1. Be a Spanish citizen or a foreign national with legal residence in Spain. (If a foreign national, hold a NIE number)
2. Be over 18 years of age or a legally emancipated minor.
3. The beneficiaries must be registered residents of the city of Torrevieja and have been registered there for at least three uninterrupted years as of the date of application. Registration period is defined as the three uninterrupted years immediately preceding the application date. The newborn must be registered for the first time in the city of Torrevieja, at the address of the person receiving the aid.
4. Be the holder of a bank account.
5. Not to be subject to any of the prohibitions for receiving subsidies as set forth in Article 13 of Law 38/2003, of November 17, General Law on Subsidies. To be up to date with obligations to the Tax Office, Social Security, and this City Council.
4. GRANT PROCEDURE
2 The procedure for granting these subsidies will be under a competitive bidding system, based on compliance with the established requirements, until the budgetary credit is exhausted, and several resolutions may occur throughout the year.
Since it is not necessary to compare applications but only to comply with the established requirements, applications submitted within the deadline will be processed individually, in sequential order according to the entry register at this City Hall.
5 APPLICATION
Applications for aid should preferably be made through the Electronic Office of the Torrevieja City Council, torrevieja.sedelectrónica.es, in the specific procedure enabled for this purpose "Application for birth aid", completing the application form enabled for this purpose and attaching the required mandatory documentation, and can be processed through a representative.
Applications may also be submitted in person at any SAIC (Citizen Information and Service) office in the municipality of Torrevieja, or by any of the means provided for in article 16.4 of Law 39/2015 of the Common Administrative Procedure of Public Administrations.
The deadline for submitting applications is that established in Section Three.
Applications will not be accepted after this deadline.
Applications MUST be accompanied by the following documentation:
• Photocopy of the valid ID card/residence card of the beneficiaries.
• Birth certificate issued by the Civil Registry./ adoption resolution.
• Certificate of ownership of the applicant's bank account, where the payment should be made.
• In the absence of express authorization, the registration certificate of the beneficiaries, including the newborn, must be provided.
*Declaration of responsibility for the purpose of simplifying the accreditation of tax and social security obligations in accordance with the provisions of Article 24.4 of Royal Decree 887/2006, of July 21, which approves the Regulation of Law 38/2003, of November 17, General Law on Subsidies.
• Regulatory agreement or court judgment of annulment, separation or divorce, as applicable.
The data relating to the Municipal Register and being up to date with the obligations with this Entity will be verified ex officio by this City Council.
6. AMOUNT
The amount of the benefit will be 450 euros per child born and/or adopted.
In the case of multiple births, a benefit of 450 euros can be requested and received for each child born.
