Regulatory Framework and Call for Aid to Provide Housing Solutions for People in Particularly Vulnerable Situations. 2025 Call

1 OBJECT

The purpose of this call is to establish the conditions and procedure for applying for and granting aid intended to provide housing solutions for people in particularly vulnerable situations residing in the municipality of Torrevieja.

2.ELIGIBLE ACTIONS.

The eligible actions are structured, based on their financing, as follows:

a) Actions aimed at making accommodation or an immediate housing solution available to particularly vulnerable people who meet the requirements established in the fifth section of this call.

b) Where this type of housing is not available, the grant may be applied to the payment of rent or the price of transfer or occupation of suitable privately owned housing or any accommodation or residential facility capable of being occupied by the beneficiaries thereof, under the same conditions.

3 REQUIREMENTS FOR BENEFICIARIES

The beneficiaries of these grants will be individuals who meet the following requirements:

a) Be registered in the municipality of Torrevieja.

b) Being especially vulnerable people:

- Victims of gender violence

- Victims of trafficking for sexual exploitation

- Victims of sexual violence

- People evicted from their habitual residence

- Homeless

- Other particularly vulnerable people, who are considered as such according to an assessment issued by the primary social care services of the city council, in which the personal circumstances that warrant granting aid are addressed and assessed, such as people with mental health problems, functional diversity, young people formerly under the guardianship of the Generalitat (Generalitat), elderly people, ex-prisoners, asylum seekers, refugees, stateless persons, those under temporary protection or other subsidiary protection statuses, and asylum seekers.

-People who have become vulnerable due to a substantial reduction in the net income of their entire household within the two years prior to applying for aid, such that it does not exceed three times the IPREM (Spanish Income Tax Rate), and the effort to pay the rental income, including the repercussions authorized by applicable legislation, exceeds 30% of the net income of that household.

c) the rented dwelling or property that is the subject of the aid must constitute the habitual residence of the person receiving the aid.

d) In the case of a lease, the tenant or any of those who have their habitual residence in the rented dwelling must not be related in the first or second degree of consanguinity or marriage to the person who is the landlord of the dwelling, except in exceptional situations justified by social services. Nor may the tenant be a member of the natural or legal person acting as landlord or a partner in the same relationship.

e) Individuals or households who own or lease a home, which they may occupy after being certified as a victim of gender-based violence or having been evicted from their primary residence or being considered particularly vulnerable, and whose occupation is compatible with these situations, will not be eligible to benefit.

4 GRANT PROCEDURE

Aid will be granted under a direct concession regime, with the sole accreditation of the victim of gender violence, trafficking for the purpose of sexual exploitation, sexual violence, imminent or already completed eviction or removal from the habitual residence, of the status of homeless person, asylum seeker, stateless refugee, under the temporary protection regime, or other subsidiary protection statuses or of the status of especially vulnerable person accredited by social services.

It will not be necessary to compare applications or establish priority among them, provided that a budget allocation exists.

5. EVALUATION CRITERIA

The granting of aid will be determined by the existence of a recognized need and the lack of financial resources, taking into account the reports issued by social workers, which will be mandatory and will be accompanied by a reasoned resolution proposal, regarding whether or not the benefit should be granted and the determination of its amount.

      1. SOCIO-FAMILY ASSESSMENT

A.1 Each of the following situations will be assessed:

  • Victim of gender-based violence, sexual violence, trafficking for sexual exploitation, or domestic abuse.

  • People affected by evictions.

  • Exceptional circumstances of social vulnerability assessed by the Department of Social Welfare.

  • Homeless people.

  • Asylum seekers, refugees, stateless persons, those under temporary protection or other subsidiary protection statuses.

  • Other situations of special vulnerability

      1. ECONOMIC VALUATION

For the economic assessment, the monthly financial resources of the household and their stability will be estimated, considering the last three months of income, except if a decrease in income over the last two years is requested.

2. Income shall be considered to be the total net income of each and every member of the household. For these purposes, all income from salaries, bank interest income, as well as personal capital, pensions, or assistance granted by public or private institutions to any member of the household shall be included.

Applications that do not meet any of the conditions outlined in the socio-family assessment section will be excluded because they do not meet the requirements to qualify for this benefit, or whose income exceeds three times the current IPREM (Spanish Income Tax Rate), and who do not meet any of the conditions established in these rules to qualify for this benefit.

6. MAXIMUM MODULE AMOUNT AND SUBSIDIZABLE PERIOD.

The amount of aid granted will be determined based on the personal circumstances of the beneficiary, within the limits set out below:

  1. up to 100% of the rent or occupancy price of the property established with a limit of 650 euros per month, in accordance with the provisions of the base

  2. Up to 100% of expenses to cover maintenance, community, and basic utility costs, including internet access costs, up to a limit of €200 per month.

The determination of the amount must be supported by a favorable report from social services.

The aid referred to in the previous section will be granted for a maximum period of twelve months, provided that the conditions for granting the aid are maintained and a budget allocation exists. The aid may be applied retroactively to expenses incurred during the period between January 1, 2024, and December 31, 2025.

6 APPLICATION

Applications must be submitted using the standard form attached, and the remaining required documentation must be submitted to the City Council's General Registry.

The deadline for submitting these grants will be 15 business days following the publication of these rules in the Official Gazette of the Province of Alicante.

General documentation to accompany

- Documentation proving the identity of the applicant

- Court ruling proving that you are a victim of gender violence

- Documentation that verifies the circumstances for which you are considered a beneficiary of aid: persons who have been supervised by the public administration, prisoners or ex-prisoners, homeless persons, documents proving eviction from their primary residence, asylum application, recognition of dependency or disability, single-parent family status, separation or divorce decree, etc.

- Rental or transfer of use agreement, documents proving ownership, and the owner's ID.

- Water and electricity bills.

- Third Party Maintenance Sheet.

- Contract and pay stubs for the last twelve months prior to submitting the application for all members of the family unit, or for the last two years prior to the application, if you are requesting consideration for social vulnerability due to a reduction in your income during that period.

- Certificate of benefits from the State Employment Service

- Responsible declaration stating the income of all persons in the family unit corresponding to the twelve months prior to the date of the application or the two years prior to the application if the applicant is requesting consideration of social vulnerability due to a reduction in their income in that period.

- Responsible declaration that the family unit receives or does not receive other benefits for the same concept from Public or Private Entities.

- Any other documentation tending to demonstrate the economic capacity of the applicant's family unit or their family, employment and social situation that is considered necessary in order to prove the housing need situation
