The Torrevieja City Council carried out in 2020 the project called “IMPULSE TO INNOVATIVE PUBLIC PURCHASE (CPI-L2) AYTO. TORREVIEJA ”, financed by the Valencian Innovation Agency (AVI) (http://innoavi.es/actizaciones-proyectos/), within the framework of the call for aid in terms of strengthening and development of the Valencian Innovation System for improvement of the production model for the years 2020-2021.

Within the aforementioned project, the City Council prepared an Early Demand Map (MDT) of needs that it understands are likely to be addressed from the Public Procurement of Innovation.

One of the 20 needs that make up the MDT is the enhancement and use of natural resources, such as brine and mud from the Laguna Rosa de Torrevieja.

Diversifying the Torrevieja economy was one of the conclusions of the Torrevieja Strategic Tourism Plan, which indicates the opportunity to work on endogenous resources that provide Torrevieja with differentiating elements and constitute competitive advantages to attract entrepreneurial talent and generate qualified employment.

In January 2021 and in a new call for AVI aid for the period 2021-2023, programs "CPI-L2 promotion of Public Procurement of Innovation" and "Complementary actions to promote and strengthen innovation", the City Council presented the Projects:

- "PRELIMINARY CONSULTATION TO THE MARKET ON THE VALUE OF THE BRINE OF LAGUNA ROSA DE TORREVIEJA FOR THERAPEUTIC USES".

- "PROSPECTIVE STUDY FOR THE VALUATION OF THE BRINE OF LAGUNA ROSA DE TORREVIEJA: BIOTECHNOLOGY AS A MEANS FOR IMPROVING PEOPLE'S QUALITY OF LIFE".

Two actions aimed at the same objective: the enhancement of a natural resource to achieve the diversification of the tourist offer and the local economy, the seasonal adjustment of tourism and the generation of quality employment based on knowledge and value-added services.

The Valencian Innovation Agency (AVI) has awarded the Torrevieja City Council an aid of 95,800 euros. As scientific collaborators, the City Council has the University of Alicante (UA), the Complutense University of Madrid (UCM) and the University of Alcalá through the General Foundation of the University of Alcalá (FGUA).

This study is necessary when the competences of three administrations concur in the contemplated uses - always in a complementary way to the current one - of the brine and silt / peloid resources: the State, owner of the land and lagoon; the Generalitat Valenciana, competent in environmental matters and which has established special protection over the Natural Park of the Lagunas de la Mata and Torrevieja and, thirdly, the City Council, subject to functions recognized by local and diverse regulations. sectoral regulations.

The role of the New Leasing Company of the Salinas de Torrevieja (NCAST) is of capital importance, a company that holds the exploitation of the salt extractive industry in the Torrevieja and La Mata lagoons under a concession regime. Without forgetting the implications that from a technical point of view derive from the functions attributed to the public company Aguas de las Cuencas Mediterráneas SA (Acuamed), manager of the Torrevieja desalination plant. In mid-August, FGUA delivered, in accordance with the terms of the agreed minor contract, the so-called PRELIMINARY REPORT.

The PRELIMINARY REPORT includes a calendar, work program and a first version of some of the sections that will make up the FINAL REPORT, whose delivery deadline is November 30.
