The City Council is putting out to tender a specialized legal assistance service for municipal property management.

The Local Government Board of Torrevieja City Council approved this morning the contract for the Specialized Legal Assistance Service for Asset Management. The contract, which has a base tender budget of €222,374 (VAT included) and a four-year term, extendable for one more year, aims to provide the Asset Management Department with qualified technical assistance to strengthen its work in all areas related to the legal regime of municipal assets.
As explained by the Councilor for Heritage, Domingo Paredes, "the purpose of this contract is to offer a legal support and collaboration service in all procedures related to the management of municipal assets, without implying in any case the exercise of public powers, which will remain the exclusive responsibility of civil servants."
This is a contract that addresses the need for technical advice on the acquisition of assets (through sale, expropriation, or legal attribution), the preservation and protection of assets, their inventory, registration, demarcation, recovery of possession, sanctions, and also on the transfer, disposal, or exchange of assets.
Specialized assistance is also provided in the use and exploitation of public domain and heritage assets, in the drafting of agreements and contracts that involve property impact, in plans to optimize municipal assets, as well as in audit procedures related to their management.
Domingo Paredes emphasized that "Torrevieja is undergoing a profound urban and heritage transformation, and this contract strengthens legal security and streamlines processes affecting our public assets."
Furthermore, the councilor emphasized the cross-cutting role that the Heritage Department has been playing in collaboration with other departments: "From the Heritage Department, we are providing legal support for important projects such as construction contracts, concessions, and transfers promoted by other departments of the City Council. This includes, for example, projects such as the remodeling of the La Plasa building, the restoration of the port area, the launch of the new Alzheimer's center, and the development of urban plans related to housing and public space, as well as various concessions for spaces on beaches and in parks."
This measure is part of the government team's overall strategy to continue professionalizing municipal management and ensuring that every action with financial or contractual implications has the necessary technical and legal support for its transparent, secure, and effective implementation.
