The Local Governing Board approves the tender for the new urban transport service contract through a 10-year concession for a total amount of €115,440,005 (plus VAT)
The councilor secretary of the Local Governing Board (JGL) of the Torrevieja City Council, Federico Alarcón, has announced that last Friday, November 28, the explanatory memorandum, technical specifications, and administrative terms and conditions for contracting the new urban transport service in our municipality were approved. The service will be provided through a 10-year concession for a total amount of €115,440,005 (plus VAT). The period for submitting bids will be 40 calendar days from the date of the tender announcement, meaning that proposals will be accepted until January 12, 2026.
A CONSIDERABLE INCREASE IN THE BUS FLEET AND THE NUMBER OF WORKERS
The new Urban Transport service significantly increases both the number of employees and the bus fleet. Specifically, the number of buses has doubled, from 16 to 32 units (26 hybrid buses and 6 electric buses), fulfilling this administration's commitment to sustainable mobility through low-emission vehicles, reduced fossil fuel consumption, and a significant decrease in noise levels. All buses are equipped with a driver assistance system, allowing both users and the concessionaire to access real-time information on routes, arrival times, incidents, and more.
Meanwhile, the number of workers more than doubles, with an estimated staff of over one hundred professionals, compared to the current 41 employees.
THE NEW SERVICE WILL HAVE 9 DAYTIME LINES AND 3 NIGHTTIME LINES
The new urban transport service will increase the number of lines, creating a total of 6 new ones: the Circular Line, Hospital Line, Torreblanca-La Mata-Hospital Quirón Line, as well as the 3 night lines.
Urban transport hours will also increase, so it will be from 7:00 to 22:30 hours in Low Season, and from 7:00 to 24:00 hours in High Season.
Circular Line
It is a circular, one-way route that runs through the center of Torrevieja and connects the following demand points:
-Eras de la Sal/Puerto de Torrevieja.
-Habaneras/Carrefour Shopping Centre.
-Bus station.
-Sports areas.
-Market area.
-CEIP Acequión, Cuba, Salvador Ruso, Virgen del Carmen, Habaneras and Inmaculada.
-Patricio Pérez, La Loma and El Acequión health centers.
-IES Mare Nostrum, Mediterráneo and Las Lagunas.
Line 1. Hospital
It is a linear route in both directions, acting as a shuttle from the city center to the Torrevieja Hospital.
Connect the following demand points:
-Port.
-Torrevieja Hospital.
-Acequión Health Center.
-Torrevieja Cemetery (on request).
Line 2. Los Altos-Rocío del Mar
This line has a linear route in both directions. It runs through the Los Altos and Rocío del Mar residential areas, starting at the Torrevieja Hospital.
Connect the following demand points:
-Torrevieja Hospital.
-CEIP Romualdo Ballester
-Cala Piteras.
Line 3. The Balconies
Linear in both directions, it will run through the residential area of the Los Balcones development. The main demand point it serves is the Torrevieja Hospital.
Line 4. Turrets
This line, like the previous ones, is a linear route in both directions.
It supplies the following demand points:
-Puerto y Eras de la Sal.
-Habaneras Shopping Centre-Carrefour.
-Bus station
-CEIP Las Culturas e Inmaculada.
-La Siesta Health Center.
-IES Torrevigía.
Line 5. San Luis
This line, like the others that supply the city's outlying urbanizations, is a linear, two-way line, and supplies the following demand points:
-Puerto-Eras de la Sal.
-Habaneras Shopping Center-Carrefour
-CEIP Inmaculada
-IES Torrevigía
-San Luis Health Center.
Line 6. Torreblanca – La Mata – Quirón Hospital
This line also has a linear route in both directions and feeds the following demand points:
-Puerto-Eras de la Sal
-Quirón Hospital
-International Auditorium and Conservatory (on demand).
-CEIP Ciudad del Mar, Ntra. Sra. del Rosario and Salvador Ruso.
-La Loma, Patricio Pérez and La Mata Health Centers.
-Sports area
-Market Area
-IES Mare Nostrum, Las Lagunas and Libertas.
Line 7. La Mata via Interior
This line will connect Torrevieja and La Mata via the inner avenues of Torrevieja. It is a two-way line, linking the following points of demand:
-Puerto-Eras de la Sal
-The Mata
-CEIP Virgen del Mar, Virgen del Carmen and Inmaculada.
-La Mata Health Center
-IES Mediterráneo and Ciudad del Mar.
Line 8. La Mata - Playas
This linear route connects the following demand points:
-Puerto-Eras de la Sal.
-The Mata
-Beaches in the north of the municipality.
-Health Centers of La Mata and Patricio Pérez.
-Bus station.
Night Line: N1, N2 and N3
They will be available every Saturday of the year, as well as daily during mid and high seasons, from 0:00 to 4:00 hours.
Line N1. La Mata.
Line N2. North (area of urbanizations near the CV-905).
Line N3. South.
RATES
Regarding the fares to be paid by users, there will be several types of tickets:
GOLD PASS. Users of this card have unlimited free travel on public transport throughout the year for:
-People over 65 years of age registered in Torrevieja for more than 1 year.
-Pensioners or people with a degree of disability higher than 33% and registered in Torrevieja for more than 1 year.
SPECIAL MULTI-TRIP BUS PASS . Users of this card get trips at almost 50% off and it is intended for:
-Young people under 26 years old.
-Large families.
-Long-term unemployed (more than 2 years).
BONUS 30. This fare is valid for all users. It's a flat rate that allows unlimited travel on public transport for 30 days on all lines. It costs €44.
TOURIST CARD. It's a fare designed primarily for tourists and travelers. It allows unlimited use of urban transport lines for a specified period. There are two options:
3 days, at a cost of €10.
7 days, at a cost of €18.
Multi-trip bus pass . This is a fare included on a rechargeable card. It costs €11 for 10 trips, or €22 for 20 trips.
ORDINARY TICKET. It is the single ticket, at a price of €1.50.
The construction, improvement and maintenance, as well as the operation, of the various stops that make up the urban transport service are planned , improving their shelters and carrying out the construction of some new ones.
In addition, the service will be digitized, providing an Operations Support System (OSS) that will allow real-time information to be provided to the user, both at the stops and in a mobile application (app), as well as optimizing routes and determining possible incidents that the service may present.
In addition, three offices will be opened to provide information and service to all users. These offices will be located in the village of La Mata, the town center, and at the main premises of the winning bidder. Public hours will be Monday through Saturday, from 10:00 a.m. to 2:00 p.m. and from 4:00 p.m. to 8:00 p.m.
CREATION OF AN OPERATIONAL BASE INTENDED FOR GARAGES, WORKSHOPS AND CONTROL CENTER OFFICES
Finally, it should be noted that the new contract includes the drafting of the project and execution of the works necessary for the creation of an Operational Base intended for garages, workshops and control center offices, as well as the installation of charging for 12 electric buses.
This Operational Base will be located on a municipal plot in Enclave 13, specifically on a 7,550 m2 plot located at the confluence of Juan Valera Street and Rosa Mazón Valero Avenue, and are valued at a total of 3,157,684.63 euros plus VAT for the operational base, and 963,243.91 euros plus VAT for the charging installation.
