Torrevieja activates the Vive Plan with the start of construction on the first 36 subsidized homes in La Manguilla (La Mata)
The mayor of Torrevieja, Eduardo Dolón, along with the president of the Valencian Government, Juanfran Pérez Llorca, the vice president and Minister of Social Services, Equality and Housing, Susana Camarero, and the regional secretary of Housing, Sebastián Fernández, presented the Vive Plan for the construction of subsidized public housing (VPP) at the La Manguilla Partial Plan site (La Mata Beach). This plan represents one of the most significant housing initiatives undertaken in the city in recent decades. Thanks to this collaborative program between the Valencian Government and the Torrevieja City Council, a total of 822 subsidized housing units will be built in the municipality, distributed across various municipal plots, with a total investment of €88,488,374.
In October 2025, the plots of land made available to the program by the Torrevieja City Council were allocated. In exchange for the value of the municipal land ceded for these developments, the council will receive 182 homes that will become part of the municipal assets for all Torrevieja residents, significantly increasing the city's public housing stock.
LA MANGUILLA BEGINS ITS JOURNEY WITH THE FIRST PROMOTION OF THE VIVE PLAN
The La Manguilla development is the first residential project under the Vive Plan to enter its final approval process in Torrevieja. The project will be built on a 3,608-square-meter municipal plot in a prime location in La Mata, with sea views, and will consist of 36 subsidized housing units, 7 of which will be designated as public housing for all residents of Torrevieja.
Last Wednesday, the City Council signed the deed of transfer of the plot with the company URDECON, while the Local Governing Board plans to approve the building permit for this development, thus giving the definitive boost to the start of construction work.
The mayor also expressed his gratitude for the involvement of the winning companies participating in the development of the Vive en Torrevieja Plan. Along with URDECON, LIVANTO and ABALA will be the next companies to obtain the necessary licenses for the developments planned for the La Hoya area.
HOUSING ADAPTED TO THE REAL NEEDS OF THE POPULATION
The La Manguilla development includes the construction of a total of 36 subsidized housing units distributed in different types to meet different family profiles and residential needs.
Specifically, the building will have 18 one-bedroom apartments, 10 two-bedroom apartments, and 8 three-bedroom apartments. All of them will be marketed once they receive the corresponding provisional designation as subsidized housing, a process expected to take place in the coming weeks.
The sale prices will be subject to the limits established by the protected housing decree approved by the Valencian Government, thus ensuring that these homes maintain their affordability for citizens.
PRIORITY FOR THOSE WHO LIVE AND WORK IN TORREVIEJA
The Torrevieja City Council has also initiated the public participation procedure for the development of a new municipal ordinance that will regulate the scoring criteria applicable to homes that become part of the municipal heritage.
This regulation will incorporate criteria linked to roots and territorial ties with the municipality, valuing aspects such as the length of time registered or the development of work activity in Torrevieja, with the aim of facilitating access to housing for those who maintain a stable relationship with the city.
A WEBSITE DEDICATED TO INFORMING CITIZENS
With the aim of offering maximum transparency throughout the process, the City Council will make available to citizens a specific website, www.planvivetorrevieja.es, where all information relating to promotions, requirements, deadlines, award procedures and news related to the Vive Plan will be updated.
This platform will complement the official information offered by the Valencian Housing and Land Entity (EVha), becoming a direct communication channel with residents interested in accessing any of the future protected housing developments.
