The City Council awards the contract for the Alto de la Casilla Urban Park project for 10.37 million euros, incorporating significant improvements for the enjoyment of families.

A total of 13 companies participated in the contracting procedure, which was resolved after a technical and economic evaluation process that awarded the highest score to the joint venture ABALA Infraestructuras–ORTHEM Servicios y Actuaciones Ambientales.

The Torrevieja City Council has awarded the contract for the construction of the Alto de la Casilla Urban Park, one of the most important green infrastructure projects planned for the municipality, with an investment of €10,370,583 (VAT included). The contract was awarded to the joint venture ABALA Infraestructuras, SL – ORTHEM Servicios y Actuaciones Ambientales, SAU, which obtained the highest overall score in the bidding process with 97.49 points, following the evaluation of the technical and economic criteria established in the tender specifications. Their bid was 13% lower than the initial budget (€1,549,627).

Following this award, the Torrevieja City Council expects that the works will begin during the month of August, and will last 8 months from the signing of the site handover report, so they could be completed, if all the planned deadlines are met, in the spring of 2027.

The tendering procedure, subject to harmonized regulation and processed through an open procedure, has had a high level of business participation, with 13 bids submitted, which demonstrates the interest generated by an action that will transform this space into a large urban park intended for leisure, coexistence, sport and the enjoyment of residents and visitors.

In addition to the economic offer, the award has taken into account criteria of quality, guarantees and improvements to the project, with the proposal of the UTE ABALA–ORTHEM finally being the best valued by the municipal technical services.

IMPROVEMENTS THAT ENRICH THE PROJECT

The winning company incorporates all the optional improvements planned by the City Council, which will represent a significant added value to the park without increasing the cost for the Administration.

Among them is the installation of an additional 810 square meters of organically shaped pergolas, distributed in different areas of the park to create ample shaded spaces and improve user comfort, especially during the hottest months.

The project will also incorporate a new universal and inclusive children's play area, made up of seven approved elements, designed to promote play for all children regardless of their abilities:

-The Crazy Boot.

-The Little Whale.

-Lighthouse with Net.

-Hammock Arch.

-Locomotive.

-Transatlantic Ship.

-Starfish with Slide.

These improvements are valued together at 267,350 euros, with 238,950 euros corresponding to the installation of pergolas and 28,400 euros to universal children's play equipment.

The technical reports also conclude that none of the bids submitted incur abnormally low or disproportionate values, all of them meeting the requirements established in the public sector contract legislation.

With this award, the Torrevieja City Council continues to advance in the creation of new quality green spaces, committed to a more sustainable, accessible city designed for the enjoyment of families, providing the future Alto de la Casilla Urban Park with large rest areas, new shaded spaces and inclusive play areas that will make this enclave one of the great green lungs of the municipality.
