The plenary session approves the multi-year expenditure of 10.7 million euros for the Alto de la Casilla Urban Park

The extraordinary plenary session of the Torrevieja City Council has today approved the multi-year expenditure and the annual payment schedule for the contracts corresponding to the Green Infrastructure works of the Alto de la Casilla Urban Park, as well as the project management, execution management and health and safety coordination.

The Councillor for Parks and Gardens, Concha Sala, explained that these agreements constitute the necessary administrative and financial step to make a reality of “a historic and transformative green infrastructure, highly demanded by the residents and which will house the largest children's park in Torrevieja.”

The total planned investment for both actions amounts to 10,677,474 euros, of which 10,370,583 euros correspond to the execution of the works and 306,891 euros to the contract for project management and health and safety coordination.

The project has an execution period of eight months, starting from the signing of the commencement of works certificate. Due to the scale of the project and the impossibility of fully executing and certifying it within a single fiscal year, the expenditure will be distributed between the 2026 and 2027 fiscal years.

ONE MILLION EUROS TO START WORK IN 2026

For the physical execution of the works, 952,997.33 euros are allocated in 2026, with the aim of completing the contracting procedures, formalizing the site handover report and starting the work on the ground during the last part of the year.

The 2027 annual payment will have 9,417,585 euros, an amount that will guarantee the development of the bulk of the works and the financing of the project until its complete completion.

The contract for project management, construction management, and health and safety coordination will have a budget of €47,002 in 2026, allocated to the initial tasks of surveying, supervision, and earthmoving. An additional €259,889 is earmarked for 2027, which will allow for the continuation of project management throughout the construction phase, as well as the final certification and settlement.

In total, the City Council will allocate exactly 1,000,000 euros during 2026 to begin the project and 9,677,474 euros in 2027 to complete the construction of the new park.

Concha Sala pointed out that this distribution reflects the actual pace of the planned works and allows public funds to be allocated as the work progresses. “Allocating more money in 2026, knowing that contractual deadlines would prevent it from being certified before December 31st, would unnecessarily tie up resources that the City Council needs to provide other services,” she stated.

ENTIRELY MUNICIPAL FUNDING

The Councillor for Parks and Gardens has highlighted that the project will be financed entirely with the Torrevieja City Council's own resources, without depending on external subsidies or the administrative processes of other institutions.

Furthermore, both files have the favorable report of the Municipal Intervention and comply with the limits established by the Law Regulating Local Finances for the acquisition of spending commitments in future years, guaranteeing the budgetary stability of the City Council.

A 30,000 SQUARE METER PARK WITH VIEWS OF THE NATURAL PARK

The future Alto de la Casilla Urban Park will occupy an approximate area of 30,000 square meters and will combine green areas, vegetation, rest areas and a large viewpoint towards the La Mata and Torrevieja Lagoons Natural Park.

One of its main features will be the large themed children's play area, designed to accommodate up to 400 children simultaneously, making it the largest children's park of its kind in the city.

The project follows the model successfully developed in La Siesta Park, where the City Council recovered an area of 45,000 square meters within a residential area and transformed it into a green space equipped with sports areas, rest areas, children's play areas and street furniture.

“La Siesta Park has been extremely well received by the community and has become a popular spot for residents from all over Torrevieja. Building on that experience, Alto de la Casilla will take things a step further, with facilities specifically designed for families and young children,” Concha Sala stated.
