The City Council begins the closure of the first section of the redevelopment works of the Playa de los Locos promenade

The Department of Urban Services of the Torrevieja City Council, headed by Sandra Sánchez, continues to make progress in the redevelopment works of the new Los Locos Beach promenade, starting the closure corresponding to the first section of action, between La Sal street and the Palangre Curve.

The construction plan includes keeping Avenida de las Habaneras open, so that traffic can continue along Calle Mariano Ruiz Cánovas.

Following the approval of the Health and Safety Plan, the Start of the Site Survey Act was signed on July 2nd, and the preliminary work necessary for the execution of the action began from then on.

These works have consisted of locating the buried services that may be affected by the works, the topographic survey of the area for the altimetric design of the new promenade and the definition and development of the geotechnical study.

In addition, the initial work has been re-established on the ground, an investigation campaign of the underground elements using ground-penetrating radar, test pits and tests to determine the characteristics of the terrain, as well as the carrying out of soundings.

At the same time, the winning company has carried out the necessary procedures with the various affected companies and services in order to proceed with the cutting and execution of this first section.

FOUR CONSECUTIVE STAGES TO REDUCE THE AFFECTIONS

The general plan of the Department of Urban Services establishes the division of the works into four sections, which may be opened provisionally once the execution of each one of them is completed.

The work will be carried out using a single work front and sequentially, meaning that a new section will not begin until the previous one is completed. This method of execution aims to minimize the area affected at any given time and, therefore, reduce the impact of the works on the surrounding environment, residents, businesses, and tourism in the area.

The Councillor for Urban Services, Sandra Sánchez, has indicated that the planning of the works “has been designed to reconcile a large-scale action with the maintenance of access and the daily activity of this important area of Torrevieja, reducing as much as possible the inconveniences during the entire execution period.

GUARANTEED ACCESS TO HOUSING, GARAGES, SHOPS AND THE BEACH

With the aim of maintaining access to existing garages and homes within the construction area, as well as to shops and restaurants, each of the four sections will be carried out in two phases, which will be previously signposted and announced.

During the first phase, work will focus on the area on the sea side. The existing sidewalk next to the buildings will be maintained, and vehicular access for residents and delivery vehicles will be permitted via the current parking lane.

In addition, protected walkways will be created to provide access to the beach from the sidewalk next to the buildings, safely crossing the construction zone. This will ensure access to both the properties and the beach itself.

Once this first phase is complete, the second phase will begin, provisionally opening the area already completed and allowing the remaining work to be carried out on the opposite side. During this second phase, pedestrian walkways will be installed at the entrances to homes and businesses, as well as steel plates that will allow vehicles to access the existing garages.

8.59 MILLION EUROS AND 18 MONTHS OF EXECUTION

The redevelopment of the Los Locos Beach promenade has an allocated budget of €8,592,352, including VAT. The contract stipulates an execution period of 18 months, with completion scheduled for January 1, 2028.

Sandra Sánchez emphasized that “this is a very important project for the comprehensive renovation of one of Torrevieja's best-known and busiest seafront promenades, and we want the entire construction process to be carried out in an orderly manner and with the least possible impact on residents, businesses, and beachgoers.”

PROVISIONAL MODIFICATION OF LINE 8 CENTRO-LA MATA

Due to the construction of the new Los Locos Beach promenade, Line 8 CENTRO-LA MATA of the Torrevieja urban transport system modifies its outbound route, in the direction from the center of Torrevieja towards La Mata.

For the time being, the return journey from La Mata to the center will maintain its current route, until its definitive modification also occurs as a result of the progress of the works.

The Torrevieja City Council requests residents, drivers and users of urban transport to pay special attention to the temporary signage and the instructions established during the development of the works.
