Amendment to the Ordinance regulating the Responsible Declaration for Works by the Torrevieja City Council.

:IT IS KNOWN: That by means of a signed proposal, dated 04/02/2025 and CSV: 7SNJCGQQWNLPZND6ZNZM46ZNN, the process has been initiated for the drafting and approval of the Modification of the Ordinance regulating the Responsible Declaration regarding the work of the Torrevieja City Council, which aims, among others, to adapt it both to the regulatory evolution - especially to the Text of Legislative Decree 1/2021, of June 18, of the Consell approving the consolidated text of the Law on territorial planning, urban planning and landscape, as well as to the new technical-administrative requirements in the urban planning field.
Considering that the processing thereof must comply with the provisions of Article 133 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, the literal wording of which is as follows:
“Article 133. Participation of citizens in the process of drafting standards with the rank of Law and Regulations.
1. Prior to the drafting of the bill or regulation, a public consultation will be held through the website of the competent Administration. This consultation will gather the opinions of the most representative individuals and organizations potentially affected by the future regulation regarding: a) The problems the initiative seeks to address. b) The need for and opportunity for its approval. c) The objectives of the regulation. d) Possible alternative regulatory and non-regulatory solutions.
2.- Without prejudice to the prior consultation prior to drafting the text of the initiative, when the regulation affects the rights or legitimate interests of individuals, the competent governing body shall publish the text on the corresponding website, in order to give a hearing to affected citizens and gather any additional contributions that may be made by other individuals or entities. Likewise, the opinions of organizations or associations recognized by law that group or represent individuals whose rights or legitimate interests are affected by the regulation and whose purposes are directly related to its object may also be directly sought.
Suggestions and contributions to this prior public consultation may be submitted in writing to the General Registry of the Torrevieja City Council, either in person or electronically via the website, with reference to the file number and subject matter listed in the header, within 20 business days from the day following publication.
