Amendment to the Tax Ordinance regulating the Tax on Construction, Installations and Works (ICIO) of the Torrevieja City Council

NOTICE:
That through a signed proposal, dated April 3, 2025, the process has been initiated for the drafting and approval of the Modification of the Fiscal Ordinance regulating the Tax on Constructions, Installations and Works (ICIO) of the Torrevieja City Council, which aims, among others, to adapt it both to the regulatory evolution - especially to the Consolidated Text of the Law Regulating Local Treasuries (RDL 2/2004, of March 5, TRLRHL and its version in force since 01/01/2024), and to Law 7/1985, of April 2, Regulating the Bases of the Local Regime - as well as to the new technical-administrative requirements in the urban planning field.
Considering that the processing thereof must comply with the provisions of Article 133 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, the literal wording of which is as follows:
“Article 133. Participation of citizens in the process of drafting standards with the rank of Law and Regulations.
1.- Prior to the drafting of the bill or regulation, a public consultation will be held through the website of the competent Administration, in which the opinions of the most representative subjects and organizations potentially affected by the future regulation will be gathered regarding:
a) The problems that the initiative aims to solve.
b) The need and opportunity for its approval.
c) The objectives of the standard.
d) Possible alternative regulatory and non-regulatory solutions.
2.- Without prejudice to the prior consultation prior to drafting the text of the initiative, when the regulation affects the rights or legitimate interests of individuals, the competent governing body shall publish the text on the corresponding website, in order to give a hearing to affected citizens and gather any additional contributions that may be made by other individuals or entities. Likewise, the opinions of organizations or associations recognized by law that group or represent individuals whose rights or legitimate interests are affected by the regulation and whose purposes are directly related to its object may also be directly sought.
Suggestions and contributions to this prior public consultation may be submitted in writing to the General Registry of the Torrevieja City Council, either in person or electronically via the website, with reference to the file number and subject matter listed in the header, within 20 business days from the day following publication.
