SUBJECT: REGULATION OF THE SYSTEM FOR ALLOCATING PUBLIC PROTECTED HOUSING IN THE TOWN COUNCIL OF TORREVIEJA.

Mr. Oscar Angel Urtasun North, Councillor Delegate for Housing of the Torrevieja City Council, and Mr. Juan Carlos Carmona Triviño, Director General responsible for Economy, Finance, Heritage, Youth and Employment of the Torrevieja City Council.

NOTICE IS HEREBY GIVEN: that in application of the provisions of article 133.1 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, the competent Council submits to prior public consultation the preparation of the draft Ordinance regulating the system of allocation of public housing of the Torrevieja City Council, with the objective of gathering the opinion of citizens, organizations and associations potentially affected by the future regulation.

Access to decent housing is one of the main social challenges in the municipality, especially in a context of high residential demand. The lack of specific municipal regulations regarding the allocation of subsidized housing, particularly in developments linked to the Municipal Land Assets or carried out through public-private partnerships, makes it necessary to establish a regulatory framework that guarantees transparency, equal opportunities, and the proper management of public resources.

In this sense, the purpose of the draft Ordinance is to regulate the procedures for awarding publicly subsidized housing at the municipal level, establishing objective scoring criteria that take into account the socio-economic situation, family circumstances, youth and the connection with the municipality, in order to promote social cohesion, residential stability and effective access to housing.

Likewise, the initiative responds to the need to adapt municipal action to the current regional regulatory framework, in particular to Decree 180/2024, of December 10, of the Consell, which regulates the legal regime of public housing in the Valencian Community.

In order to provide these procedures with a clear, homogeneous legal framework adapted to the reality of the municipality, it is considered appropriate to initiate the processing of the Ordinance regulating the system of allocation of public subsidized housing of the Torrevieja City Council.

In order to facilitate public consultation prior to the drafting of said Ordinance, suggestions and contributions may be made in writing addressed to the General Registry of the Torrevieja City Council, either in person or through the municipal electronic office, with reference to the file number and subject indicated in the header, within 20 working days from the day following publication, which will occur simultaneously at the following web addresses:
