The Department of Occupation of Public Roads has the following functions:

  1. The processing and resolution of the files related to the authorizations for the special use of the municipal public highway promoted by third parties, when the requesting subject is not a festive entity, in the following cases:
    • Temporary occupations of the municipal public highway with watchmen terraces.
    • The temporary occupation of land in the municipal public domain for the installation of temporary posts for commercial and industrial activities.
    • The special use of public roads, through regular markets of a traditional, recreational or artisanal nature.
    • Temporary occupation of land in the municipal public domain to carry out activities and shows of a promotional, tourist, artistic, cultural or recreational nature.
    • The installation of occasional markets, fairs, etc. on municipal public domain land.
    • Management of the applicable rate for the occupations described in the preceding paragraphs, in accordance with the applicable tax ordinances, in coordination with the Department of the Treasury.
  2. Processing and resolution of administrative files related to the special use of public roads, which are organized or promoted by the different Municipal Councils and Autonomous Bodies in their scope of action.
  3. Files related to the concession of the exclusive use of the municipal public highway:
    • The preparation of the documentation regarding the public concession procedures for commercial, industrial, hospitality purposes, etc., in coordination with the Technical Unit of the Service, as well as the processing, when appropriate, of the corresponding contracting files.
    • Control and vigilance of the correct execution of the contracts in which the Department of Public Road Occupation is the managing body.
  4. Management of complaints and claims related to activities organized or authorized by the Department, in coordination with the Sanctions Unit.
  5. Process the remaining administrative contracting files that proceed, within the scope of the Department, in coordination with the Sanctions Unit.
