General information on the municipal organization established for the selection and execution of operations co-financed by the ERDF within the framework of the Torrevieja Integrated Action Plan.
General information
A structure based on the separation of functions
The Torrevieja City Council acts as a Light Intermediate Body (LIB) for the exercise of the function of selecting the operations co-financed with ERDF aid through which the implementation of the Integrated Action Plan is articulated.
To perform this function, the City Council has designated a Management Unit , separate from the Implementing Units responsible for initiating or executing the selected operations.
Management Unit
It is the municipal unit designated to perform the functions related to the selection of operations within the framework of the Torrevieja City Council's status as a Light Intermediate Body.
Its tasks include the selection of operations, the application of selection criteria and procedures, and the preparation of the Document Establishing the Conditions of Aid (DECA).
The Management Unit does not participate in the execution of the operations.
Implementing Units
These are the units, council departments, areas or other entities dependent on the City Council responsible for initiating or initiating and executing the operations selected to develop the PAI.
For the purposes of the selected operations, they act as beneficiaries under the terms provided for in Regulation (EU) 2021/1060.
They are organically and functionally independent of the Management Unit.

Management and execution remain separate
The Management Unit maintains a separation of functions with respect to the group of Implementing Units. No member of the Management Unit participates, nor will participate, in the procedures for executing the operations that it selects.
Functions related to the selection of operations
As a Light Intermediate Body, the City Council, through its Management Unit, carries out the functions related to the selection of operations.

Composition of the Management Unit
The Management Unit's structure incorporates municipal profiles with differentiated functions in selection, evaluation, monitoring, economic management, and administrative support.

Implementing Units
Those responsible for initiating and executing operations
The Implementing Units are the units, council departments, areas or other entities dependent on the City Council responsible for initiating or initiating and executing the operations co-financed under the PAI.
The Management Unit forwards the procedure for calling for expressions of interest to them, sends the corresponding documentation and informs them of their rights and obligations as beneficiaries.
