GRANTS_ Boosting the Internationalization of Exporting SMEs in the Valencian Community for the 2025 financial year

RESOLUTION of May 22, 2025, issuing a call for aid to promote the internationalization of exporting SMEs in the Valencian Community for the 2025 financial year.

Object:

To call for aid for the 2025 financial year to boost the internationalization of Valencian SMEs exporting and the promotion of their products (goods and/or services) abroad, as well as to contribute to the implementation of promotional activities that allow them to increase and consolidate their presence in international markets.

Beneficiaries:

Small and medium-sized enterprises (SMEs) and economic interest groups, all of which have their own legal personality and registered and tax domicile in the Valencian Community, as specified in each section of this resolution.

For the purposes of the aid regulated in this Resolution, SMEs shall be understood to be those companies that meet the following requirements: a) They employ fewer than 250 people. b) Their annual turnover does not exceed 50 million euros or their annual balance sheet does not exceed 43 million euros.

Supportable Actions and Eligible Expenses:

Those established in the following sections and carried out between June 1, 2024 and May 31, 2025

1. Participation in international trade fairs :

1.1. Participation, as a group or individually, in international trade fairs held in Spain and recognized as such by the State Secretariat for Trade of the Ministry of Industry, Trade, and Tourism.

1.2. Participation, either as a group or individually, in international trade fairs held outside Spain. In both cases, expenses invoiced directly by the trade fair for space (square meters), insurance, registration fees, supplies, mandatory digital marketing packages, and sample shipments by specialized companies to international trade fairs will be considered eligible expenses. Professional stand design services up to a maximum of €5,000 will also be eligible.

Competitions that began before or on May 31, 2025, and ended before the deadline for submitting applications established in Resolution No. 9 will be considered eligible, provided that these expenses have been paid by that date.

In the case of international fairs held virtually, the fees paid for virtual participation will be considered eligible expenses.

2. Accommodation and travel expenses for attending the trade fairs mentioned in the previous section, as well as showrooms, conferences, or similar events, trade missions organized by public bodies, public-private entities, or business associations, provided they take place outside of Spain.

All accommodation and travel expenses will be eligible for any activity promoted by Ivace International.

Expenses related to business trips or prospecting are not considered eligible. All these expenses must be incurred by individuals with an employment relationship with the applicant company.

Accommodation and travel expenses that begin before or on May 31, 2025, and end before the application deadline established in Resolution No. 9 will be considered eligible, provided that these expenses have been paid by that date.

3. Expenses directly related to the following marketing actions for the execution of the international promotion plan detailed in the report:

3.1 Advertising in foreign media with a maximum of €30,000. The following will be considered eligible expenses: – Advertising in foreign media, both digital and print. – CPC (cost per click) for international SEM advertising (Google AdWords, Yandex Direct, Baidu, Bing, etc.). – CPC (cost per click) for advertising on international social networks and portals: Facebook ADS, LinkedIn ADS, Twitter ADS, YouTube, Instagram, TikTok, Pinterest ADS, Amazon, or CPC or CPM for rich media (banners, etc.) on international portals. – Subscriptions to international directories. – Web campaigns related to the management of advertising content in different languages for those markets, targeting social networks or online media, email marketing campaigns (MailChimp, Acumbamail, etc.), SEO optimization for other countries, and the creation and management of social profiles for other markets.

3.2 Promotional material for the international market (design, translation and printing), both in physical and digital format, with a maximum amount of 30,000 euros.

The following will not be considered eligible for subsidies:

– Audiovisual production costs (photo shoots, personnel needed to produce audiovisual content, models, locations, transportation, per diem, travel, catering, etc.).

– Labels, stickers, product instructions, warranties, samples, books, price lists, displays, and product holders in all their forms. – Business cards, merchandising, and promotional gifts

– Packaging

– Transport of samples without commercial value. The costs of the company's own personnel for the development of any of the actions referred to in the marketing plan will not be considered eligible expenses.

4. Professional services related to the trademark registration and monitoring process or other industrial property services outside of Spain, except for fees.

5. Professional services related to the certification, approval, and registration process required for the international marketing of products and services.

6. Expenses for new hiring of qualified personnel , contracted to execute the company's international promotion plan.

The gross salary of these personnel hired between June 1, 2024, and May 31, 2025, will be considered eligible expenses, provided that the gross annual salary per person is at least €25,000 (total earned), the contract is full-time, and the effective minimum duration is 12 months. The maximum amount to be requested for each contract will be €40,000.

The contribution groups for these employees will be 1 to 3, and 5. Companies that received a subsidy for this contract in the 2024 call may request the cost of said contract for the remaining 12 months. The maximum subsidy per contract will be €40,000.

The expenses indicated in this section will only be eligible for funding if the company carries out promotional activities in foreign markets that can be substantiated. This staff must be hired by the company's headquarters in the Valencian Community.

If companies have received this type of subsidy in previous calls for applications and are requesting a subsidy for new hires, they must provide proof that the employees whose contracts were previously subsidized remain with the company, and if not, the reason for their termination.

If the contracted person leaves before completing 12 months of effective employment, they may be replaced within one month by another person in order to complete, under the same conditions, the remaining period.

In the case of associated or affiliated companies, the hiring of such personnel will be considered subsidized for any company in the group. Individuals who have previously worked for a company in the group cannot apply for this type of assistance.

7. Other services and expenses directly related to the execution or participation in international promotional activities , carried out virtually or in person, to attract and/or consolidate clientele abroad, not included in the previous sections.

This section will include expenses arising from the review report on the subsidy's supporting account, up to a maximum of 600 euros.

8. The following will not be considered eligible for subsidies :

– Services for the establishment and operation of distribution networks abroad.

– Current expenses related to the company’s export activity.

– Transportation costs, except as provided in section 1 of this resolution.

– Consulting expenses related to marketing, agent contracts, commercial advisory services, or similar actions.

– In general, all expenses that are not clearly defined or that are not directly intended to achieve the objectives of these grants.
