Initial approval in full of the Ordinance Regulating Works and Services in the Public Domain and Use dependent on the Torrevieja City Council

The councilor responsible for Urban Services of the Torrevieja City Council, Sandra Sánchez, indicates that the constant growth of the city, the need for renewal of urban facilities, the demand for new cable communication services, the periodic conservation and pavement improvement operations or the inevitable breakdowns, are some of the many actions carried out on public roads. These works represent an alteration of the space in which urban activity takes place and a nuisance for citizens.

The ordinance approved in plenary has a very special impact on the necessary coordination between the actions promoted by the different agents that act on public roads, imposing on them, in the interest of the public interest, a series of limitations and conditions regarding the time, the manner and the place where the works can be carried out, so that, as far as possible, their repetition is avoided and their impact is minimized.

Sandra Sánchez emphasizes that the execution of the works is subject to greater demands in terms of safety, quality control, improvements in accessibility and pedestrian routes and information to the citizen. Establish the level of control that must be carried out on the materials and installations in these works, so that they can subsequently be received, if applicable, by the Torrevieja City Council.

Likewise, the ordinance establishes the guarantees of quality and protection of public roads: Order the occupation of public roads for works and the collection of materials for any private activity that is not expressly regulated by another ordinance or municipal rule. Regulate the use of pedestrian spaces as a passage for transport vehicles and construction machinery, as well as define and assess the sanctioning regime to be applied in case of non-compliance with this Ordinance that has been initially approved in plenary session.

TYPE OF WORKS INCLUDED IN THE ORDINANCE:

• Pipelines or trenches for service installations.
• Connections to the interior of a farm or property.
• Coves or tastings that are carried out for inspections or breakdowns.
• Surface installations that are located above the ground of the public road such as posts, booths, mailboxes, cabinets, registers or similar.
• Passage of vehicles or fords both in the lowering or raising of the curbs and the modification of the sidewalk.
• Underground works are those that do not require excavations.
• Other types of works, such as overhead lines, the reconstruction of sidewalks, actions on galleries or service boxes and, in general, all those works that affect municipal roads and public spaces are not included in those previously listed.
