Torrevieja City Council provisionally awards the contract for the renovation of the "La Plasa" building for an amount of €8,251,325.50.

The City Council has begun the process of managing the space designated for the market through an administrative concession. This space will house a total of 30 stalls selling fresh and local produce, as well as a gastro-market.

The company COBRA INSTALACIONES Y SERVICIOS, SAU has been chosen to carry out the works, with a reduction of 8.12% compared to the tender price and having presented a commitment to reduce the execution period of the works by 15 weeks, setting a total period of 15 months.

The Torrevieja City Council's contracting committee has proposed COBRA INSTALACIONES Y SERVICIOS, SAU as the successful bidder for the comprehensive renovation of the La Plasa municipal building. The contract amount is €8,251,352.50, representing a decrease of 8.12% compared to the base tender budget of €8,980,131.47 (VAT included). Furthermore, the company has proposed a 14-month execution period, reducing the initially planned timeframe by 15 weeks.

The selected proposal was the one with the highest score across all technical and economic criteria among the ten companies that participated in the bidding process. Once the required documentation has been validated, the Local Government Board will proceed to definitively award the execution contract in the coming days.

The project involves a comprehensive renovation of the existing building, with a design aimed at promoting its urban integration and a completely renovated appearance. A fundamental premise is the removal of all opaque facades and their replacement with fully glazed surfaces, thus enhancing the visual connection with Plaza Isabel II.

To optimize thermal performance and respond to sunlight studies, the final project incorporated a second exterior skin that shades the glass façade, maintaining a balance between energy efficiency and urban aesthetics.

The renovation includes the partial demolition of the first-floor slab, creating a spacious, double-height central atrium surrounded by a mezzanine that will provide fluidity and visual spaciousness to the complex. Two large skylights will allow natural light to enter the ground floor, making lighting a key feature of the new building.

AN OPEN, ACCESSIBLE AND FUNCTIONAL MARKET

The market's design proposes a dynamic, open, and accessible space. On the ground floor, a continuous path will be created that will connect directly to Plaza Isabel II, establishing a natural transition between the public space and the building's interior. A helical staircase, located in the central core, will provide access to the first-floor mezzanine and the upper levels.

The first floor will house additional spaces, such as restrooms, emergency stairs, storage rooms, and a technical area, as well as an open hallway for user transit and relaxation.

A NEW MARKET MODEL FOR THE CITY

In parallel with the contracting process, the City Council has initiated the process to submit the new Municipal Market for administrative concession, including the ground floor and the first-floor mezzanine.

The market will have 30 stalls, serving both food and local commerce. The goal is to create a new hub for urban activity, fostering a blend of tradition and modernity. The current eight stalls are expected to remain, with a reduced rate, as a sign of the City Council's commitment to the vendors who have kept the building's commercial activity alive.

CONSTRUCTION MANAGEMENT AND SCHEDULE OF ACTIONS

The Local Government Board has also approved the tender for the construction management contract, with a budget of €306,222.48 and a deadline for submitting bids of 30 calendar days from publication.

If the award is not funded, construction is expected to begin at the end of next September. Depending on the agreed deadline, full completion is scheduled for the first quarter of 2027. However, the terms and conditions allow for the possibility of a partial delivery of the building, in order to speed up the commissioning of this strategic infrastructure for the city center.
