Torrevieja City Council, through its Personnel Department , has approved the Regulations on Performance and Career Evaluation , a regulation that modernizes the management of municipal human resources and recognizes the commitment, training, and performance of public employees.

The new regulations establish a horizontal career system that will allow for professional and economic advancement without having to change jobs.

Progression is based on career path, training and performance evaluation , ensuring the principles of equality, merit and ability .

The performance evaluation will be structured in two large areas:

Professional conduct , which assesses competencies such as organizational skills, problem-solving, teamwork, organizational commitment, initiative, and knowledge transfer.

Achievement of both individual and collective objectives aligned with plans to improve municipal public services.

Each evaluation process will include factors such as:

Performance or achievement of results.

Job-specific competencies.

Organizational or contextual competencies.

Training and knowledge transfer.

In addition, the system includes a scoring system and the creation of a Technical Review and Monitoring Committee , responsible for ensuring the objectivity, impartiality, and transparency of the process.

Progressive implementation

The economic supplement associated with the professional career will be implemented progressively :

In 2025, 25% of the supplement will be paid.

In 2026 , 65% .

In 2027 , 100% , once the system implementation is complete.

The Councilor for Personnel, María José Ruiz, emphasized that "this regulation represents a step forward in the professionalization of our administration, rewarding the dedication, effort, and continuous improvement of municipal staff."
