IVACE_Grants to support the International Strategy and Action for SMEs in the Valencian Community from the 2025 budget
RESOLUTION of May 8, 2025, of the Presidency, calling for grants to support the international strategy and action of SMEs in the Valencian Community, charged to the budget for the year 2025, with financing from the European Union through the European Regional Development Fund .
Object
The purpose of this resolution is to call for the granting of subsidies to SMEs in the Valencian Community to improve internationalization management through specialized consulting processes in the different areas of internationalization, including support or accompaniment services by expert personnel at any stage of the internationalization process, charged to the IVACE budget for the 2025 financial year.
Regulatory Bases
The regulatory bases of this call are those approved by Order 20/2016, of October 19, of the Regional Ministry of Sustainable Economy, Productive Sectors, Trade and Employment, which establishes the regulatory bases for the granting of aid by the Valencian Institute of Business Competitiveness (IVACE) to promote business internationalization, published in the Diari Oficial de la Generalitat Valenciana (DOGV) No. 7903, of October 25, 2016, modified by Order 11/2017, of May 11, of the Regional Ministry of Sustainable Economy, Productive Sectors, Trade and Employment (DOGV 8040, of May 16, 2017), and by Order 5/2024, of July 18, of the Regional Ministry of Innovation, Industry, Trade and Tourism (DOGV 9902, of July 26, 2024).
Beneficiary Companies
1. SMEs with registered offices in the Valencian Community that do not fall under any of the prohibitions established in Article 13 of Law 38/2003, of November 17, and meet the remaining requirements established in Article 4 of Order 20/2016, of October 19, may apply for these grants.
2. For the purposes of this call, an SME shall be considered to be an entity whose characteristics comply with the provisions of Annex I to Commission Regulation (EU) 2021/1237 of 23 July 2021 amending Regulation (EU) No 651/2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty.
3. SMEs that carry out activities included in sections K and L of the National Classification of Economic Activities (CNAE 2009), approved by Royal Decree 475/2007, of April 13 (BOE 102, April 28, 2007), are excluded, nor are those dedicated to or whose activity consists of any of those indicated in article 4.3.c) of the regulatory bases in the wording given by Order 5/2024, of July 18.
4. In order to meet the beneficiary company requirement, the SME's project will be the internationalization of its own products or services.
Characteristics and Amount of Aid
1. The aid established in this resolution will be granted in the form of a subsidy.
2. Aid may reach up to 90% of eligible costs, but in no case may eligible costs exceed €40,000. This aid may reach 100% of eligible costs for companies with registered offices in any of the municipalities listed in Decree 164/2024, of November 4, of the Consell (Consell), approving the regulatory bases and the procedure for directly granting urgent aid to municipalities affected by the damage caused by the storm of wind and rain that began in the Valencian Community on October 29, 2024, amended by resolutions of November 19, of the Ministry of Justice and the Interior, and of December 16, 2024, of the Presidency of the AVSRE (Spanish Regional Government of Valencia), which incorporates new affected municipalities, provided they have suffered damage as a result of the storm. The same consideration will apply to companies with production facilities in municipalities listed in the previous Decree, even if their registered office is located in another municipality in the Valencian Community, provided that said production facility has suffered damage.
3. The aid is subject to the de minimis regime, which means that the total de minimis aid granted to a single company will not exceed €300,000, calculated between the date of the grant and the three preceding years. For these purposes, the definition of "single company" shall be understood as set out in Article 2.2 of Commission Regulation (EU) 2023/2831 of 13 December 2023 on de minimis aid.
Deadline and form of application
Applications shall be submitted in accordance with Article 7 of Order 20/2016.
The deadline for submitting applications will begin on the day following the publication of the extract of this call in the Diari Oficial de la Generalitat Valenciana (DOGV) and will end on June 20, 2025.
