Approved the contracting file for the maintenance of the public roads of the municipal term of Torrevieja

The councilor secretary of the Local Government Board (JGL) of the Torrevieja City Council, Federico Alarcón, has reported that the Government Meeting held this morning has approved the contract file for the maintenance, conservation and repair of public roads of the Torrevieja municipal area, especially those that are part of the traffic road and sidewalks, and also including pedestrian paths and, in general, elements of public domain and use that the PGOU qualifies as such, whether they are urbanized or not, excluding the areas green that in the same way the PGOU qualifies as such, except for those services that are already included in some other maintenance contract (public lighting, traffic lights, road signs etc ...).

The Councilor for Quality of Urban Services, Sandra Sánchez, explained that Torrevieja is a city whose urban development has been basically horizontal. This implies the appearance of a multitude of new streets, living areas, pedestrian areas and promenades.

Until a few years ago the repairs and improvements of these elements were carried out by the City Council itself, although the great increase in streets, the appearance of new sidewalks and driveways have made the maintenance of all these infrastructures directly unsustainable.

Therefore, Sandra Sánchez added, it is necessary to outsource the infrastructure of public roads so that they are adequate from the point of view of the security and accessibility that is required of them.

The contract, which will be valid for four years (2 + 2), amounts to a total of 4,000,000 euros, which represents an investment of 1,000,000 euros per year.

To optimize resources and improve the quality of the work to be carried out, the municipality will be divided into 11 work zones:

· Zone 1. Torrevieja Oeste . Los Balcones, Los Altos.

· Zone 2. Torrevieja Sur . Rocío del Mar, Punta Prima, Mar Azul, La Veleta.

· Zone 3. San Roque neighborhood . From Villa Amalia to Calle Portalicos.

· Zone 4. Urban Center . From Portalicos to Palangre street, and from the coast to Avda. París - Calera - Pascual Flores - Ricardo Lafuente Round - César Cánovas Round.

· Zone 5. Coast . From Palangre street to Avda. Del Agua, and from Avda. Paris - Zorrilla - Ronda José Samper to the coast.

· Zone 6. Urbanizations downtown . From the Avda. París - Zorrilla - Ronda José Samper axis to the Avda. Cortes Valencianas, and from the Ronda José Samper to the Avda. París - Calera - Pascual Flores axis.

· Zone 7. Sector 25 . From Avda. Cortes Valencianas to the N-332 highway, and from the junction with the highway to Ronda Ricardo Lafuente.

· Zone 8. La Mata . From Avda. Del Agua and Ronda José Samper to the end of the municipal area, and from the N-332 road to the coast.

· Zone 9. North Urbanizations . Turret Florida, Turret I, Turret II, Turret III, Altos del Limonar, Natural Park, Doña Inés and Jardín del Mar.

· Zone 10. Torrevieja North . El Chaparral, La Siesta, San Luis and El Limonar.

· Zone 11. Rest of the Municipal Term , in general areas of undeveloped land.

Thus, these elements to be maintained are, basically, the following: sidewalk pavements, traffic or pedestrian road pavements, curbs, benches, seats and urban furniture, decorative elements, busts, statues, monoliths, etc., bollards and limiting elements of accesses, as well as other possible elements that may exist on public roads and are not included in this list.

Sandra Sánchez highlighted that the work will begin within the following period, from the receipt of the work order, qualifying as:

-Ordinary and Non-urgent . The works will begin in a period not exceeding 7 days or they will be included in the action plan for the following month, depending on the need.

-Urgent. Work should always start in less than 48 hours.

-Very urgent. Work must begin no later than 3 hours after receipt of the work order.

Likewise, the works will be divided into several services: inspection, conservation and maintenance of public roads, and repair of elements of public roads.

During the entire term of the contract, the successful tenderer must have at least one retention team to deal with urgent repairs and emergencies in terms of possible breakages, subsidence or any problem that arises on the public highway and requires immediate attention by its dangerousness or lack of security.

This checkpoint will be made up of at least two operators (1 officer and 1 assistant) with the machinery and materials necessary to deal with the aforementioned actions. This minimum equipment must be available every day, 24 hours a day and Monday through Sunday.

Finally, the workforce of this service will be made up of: 1 middle or superior technician, the contractor will designate a person as general manager. He will be directly responsible for the contract; 1 medium or superior technician, on site and must provide at least 1 inspector and 3 teams made up of the appropriate personnel to the needs of the action.
