The Local Government Board (JGL) of the City Council has approved the contracting file for the preparation of the technical, legal and economic study for the implementation of a restricted area for bathrooms and visits to the Natural Park of Salinas de Torrevieja, in its physical environment industrial, for a global bidding amount of 55,660 euros and a contract execution period of two months.
This contract consists of the preparation of legal, economic and technical documents that analyze, determine and allow the implementation of economic activity in the industrial area of the Las Salinas Natural Park, according to the following delimitation:
The area of operation is a privileged place within the Torrevieja salt pans, it has a strong historical link as various disused buildings related to the salt industry are located that contain elements of architectural interest for the memory of the city.
In turn, the scope of study is, specifically, within the area of exploitation for the extraction and production of sea salt that the General Administration of the State has leased in favor of the New Leasing Company of the Salinas de Torrevieja ( NCAST).
An agreement of intent for the enhancement of the architectural heritage of the salt mines has recently been signed between NCAST and the Torrevieja City Council, in which the rehabilitation, enhancement and subsequent exploitation of the salt buildings of architectural interest are intended.
In addition, an action is necessary to protect and encourage tourism promotion, respecting the landscape and environmental values that characterize said location. All this under the criteria of maximum procedural economy and economic profitability, according to the applicable regulation.
LINES OF ACTION:
In advance, first of all, the different possibilities of implementing the economic activity that allows the full financing of the project must be analyzed and evaluated, with a business plan and the way it is exploited. The analysis and legal feasibility study must be carried out of the most appropriate form of implementation for the construction and exploitation of activity in the scope of action. The technical determination must be studied, which will be subject to authorizations and sectoral reports (Coasts, Ministry of Environment, Territorial Planning, Culture, and how many organizations are affected).
Once determined, the form of exploitation of a tourist complex in which there is a bathing area, museum and convention center in the area of reference must be analyzed. An economic feasibility study will be included that serves as motivation for the decision to protect, rehabilitate and exploit the old facilities of the salt industry as tourist use with therapeutic-cultural-educational and recreational activities.
At the same time, the technical feasibility of the action will be analyzed, by carrying out a preliminary project of works that defines the characteristics of the future works and the construction of the action is viable. The evolution, modification and development of this document that details the characteristics of the works will be provided by the City Council when the viability of the action with this contract is determined.
The building actions will consist of the rehabilitation of existing buildings, the simplicity of ornamentation, the use of sustainable materials, traditional construction systems and the use of a unitary language in its execution.
Finally, the architectural and landscape integration of the complex will be sought to form an attractive space in the environment, in addition to generating the possibility of implementing various activities, expanding the tourist offer of the municipality.
