Torrevieja presents its Strategic Tourism Plan 2025-2029. A sustainable, competitive, and innovative development model.

Torrevieja City Council today presented its new Strategic Tourism Plan 2025-2029, a roadmap defining the tourism development model the city will follow over the next five years. The objective is clear: to transform Torrevieja into a more competitive, sustainable, and innovative destination, adapted to the changing needs of the tourism market.

The mayor of Torrevieja, Eduardo Dolón, the deputy mayor and councilor for Tourism, Rosario Martínez, the director of Tourism Costa Blanca, José F. Mancebo, and the editor of the Strategic Plan, Samuel Rodríguez, have presented this plan in the auditorium of the Tourism Center (CdT), aligned with the current Sustainable Tourism Plan in Destination (PSTD) and with
other continuous improvement initiatives, consolidates a cross-cutting strategy based on sustainability, governance, digitalization and innovation.

Operational objectives of the plan

The Strategic Plan establishes five major operational objectives:

1. Position Torrevieja as a pioneering destination in sustainability, governance, digitalization, and innovation to improve its competitiveness.

2. Advance tourism quality and the Smart Tourism Destination (STT) model, with decisions based on data and evidence.

3. Deseasonalize the tourism industry, promoting attractive products that generate demand year-round.

4. Strengthen the destination's positioning beyond sun and sand, attracting national and international travelers.

5. Increase municipal GDP by boosting the tourism economy for the benefit of residents, business owners, and local managers.

Mission and vision of the plan

The mission of this ambitious plan is to implement the actions outlined in both the PSTD and the Strategic Plan itself, strengthening the destination's management and fostering public-private collaboration to boost Torrevieja's competitiveness.

The projected vision is to transform the city into an attractive and diverse tourist destination, adapted to all audiences and recognized for its commitment to sustainability, innovation, and quality.

Eight key strategies for tourism development
The plan is structured around eight fundamental strategies:

1. Strengthening tourism governance and destination competitiveness.

2. Intelligent planning through the development of the DTI model.

3. Adaptation to change and environmental needs, with sustainability as the main axis.

4. Commit to tourism quality as a differentiating element.

5. Deseasonalization through a diverse local tourism offering.

6. Promotion of the tourism product and of Torrevieja as a cosmopolitan city.

7. Definition of specific strategies for target audiences.

8. Orientation to priority markets for the destination.

This will allow Torrevieja to continue growing in a cohesive manner with the Vega Baja region and generate synergies with other destinations. We have also clearly identified our target audience: families, couples, seniors, digital nomads, international travelers, and also business tourism.

All of this is reflected in 30 highly specific actions, from the creation of Visit Torrevieja, a new tourism management entity, to accessible tourism plans, new tourism experiences, support for local businesses, product marketing, sustainable mobility, and the renewal of the local tourism fabric.

Action plan: four major strategic lines
The document also includes an action plan structured around four strategic lines:

 Governance, intelligence, quality and sustainability.

 Improvement of the tourist scene.

 Development and diversification of tourism products.

 Experiences, communication, promotion and marketing.

Finally, with this new Strategic Plan, Torrevieja reaffirms its commitment to a modern, efficient tourism model adapted to the challenges of the future, consolidating its position as a national and international tourism benchmark.

A plan with a clear and shared vision: to grow in quantity but, above all, in quality, generating more opportunities for our city and offering visitors a unique, diverse, and sustainable experience.
