The Torrevieja City Council will, for the first time, announce a caretaker position reserved exclusively for people with intellectual disabilities.
The Councillor for Personnel and Internal Affairs, María José Ruiz, reports that the Torrevieja City Council has begun the process of opening, for the first time in the history of the municipal administration, a caretaker position reserved exclusively for people with intellectual disabilities, through a selection process specifically adapted to guarantee accessibility and real equality of opportunity.
This initiative falls under the Public Employment Offers for the years 2024, 2025, and 2026 for a total of 16 caretaker positions. Of these, 15 will be filled through a single call for applications that includes a quota of four reserved for candidates with disabilities—physical, organic, or sensory—while the remaining position will be filled through a separate call for applications exclusively for people with intellectual disabilities.
The proposal has been presented to the Municipal Diversity Council, an organization in which the different entities and associations that work in the field of functional diversity in Torrevieja participate.
During the session held last week, the municipal departments of Personnel and Functional Diversity requested the collaboration of all associations to coordinate the dissemination of the future call for applications and to facilitate the support and assistance that applicants may need during the different phases of the selection process.
A FULLY ADAPTED SELECTION PROCESS
The fundamental objective of this measure is to reduce and eliminate the cognitive barriers that people with intellectual disabilities may encounter in traditional procedures for accessing public employment.
To this end, the City Council will develop a reduced syllabus adapted to the Easy Reading standards, using simple and direct language and incorporating visual aids that facilitate its understanding.
Furthermore, the selection test will be designed following accessibility criteria. The exam will consist of multiple-choice questions with three answer options, will have a time limit adapted to the characteristics of the process, and incorrect answers will not incur a penalty.
In this way, the City Council intends that applicants can face the selection process under suitable conditions and that intellectual disability does not constitute an additional barrier to accessing municipal public employment.
CONTINUITY IN THE RESERVATION OF PLACES FOR PEOPLE WITH DISABILITIES
This call continues the measures developed in recent years by the Torrevieja City Council to promote the employment inclusion of people with disabilities within the municipal administration.
Following the reservation of five positions in operational categories during the last few years, the 2025 Public Employment Offer extended this inclusion policy to higher qualification positions, incorporating positions such as Administrative Assistant and Social Worker.
The complete terms of the call for applications must be approved at the General Negotiation Committee and, subsequently, both the terms and the adapted syllabus will be published in the corresponding official bulletins and on the electronic headquarters of the Torrevieja City Council during the coming months.
