ORDINANCE REGULATING THE DRAFTING OF MUNICIPAL WORKS PROJECTS IN URBAN PLANNING,

EDICT:
Mr. Eduardo J. Dolon Sanchez, Mayor-President of the Torrevieja City Council, announces:
That through a proposal signed by me, dated June 20, 2025, the process has been initiated for the drafting and approval of the ORDINANCE REGULATING THE DRAFTING OF MUNICIPAL WORKS PROJECTS IN URBAN PLANNING, which aims to establish standards and requirements that must be met for the drafting, processing and execution of projects within the municipal scope, in general its purpose is to ensure that all municipal works projects comply with the legal, technical, safety, environmental and aesthetic parameters established by the municipality.
Considering that the processing thereof must comply with the provisions of Article 133 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, the literal wording of which is as follows: "Article 133. Participation of citizens in the procedure for the development of standards with the rank of Law and Regulations.

2.- Without prejudice to the prior consultation prior to drafting the text of the initiative, when the regulation affects the rights or legitimate interests of individuals, the competent governing body shall publish the text on the corresponding website, in order to give a hearing to affected citizens and gather any additional contributions that may be made by other individuals or entities. Likewise, the opinions of organizations or associations recognized by law that group or represent individuals whose rights or legitimate interests are affected by the regulation and whose purposes are directly related to its object may also be directly sought. Hereby, and in order to comply with the aforementioned legal regulations, the content of the same is published, both on the City Council's website and on its electronic notice board, in order to carry out public consultation and receive the opinion of the subjects and organizations that may be affected, all for a period of 10 business days counted from the day following its publication (according to art. 82 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations).
