LOCAL ATHLETES GRANTS 2025

Extract from the Resolution of October 13, 2025, issued by the Councilor for Economy and Finance, approving the call for grants to Torrevieja athletes for the 2025 financial year.

First. Requirements for applicants and beneficiaries.

1. General condition.

Athletes who have previously demonstrated significant sporting results, demonstrate initial quality, special dedication to sports practice, and demonstrate immediate or future projection in performance sports may be eligible for these grants.

2. Subjective scope.

Individual athletes affiliated with any sports federation who meet the following requirements may apply for a scholarship:

  1. Residency requirements:
  1. Non-professional athletes in the children's, cadet, youth, junior and senior categories, linked in the current season (2025 or 2024/2025) and, at least during the two previous seasons (2022-23, 2023-24), to sports entities based in the city of Torrevieja.
  1. Non-professional athletes from the above categories registered in the city of Torrevieja and belonging to sports entities based there.
  1. Non-professional athletes in the above categories registered in the city of Torrevieja whose sporting discipline does not have a registered entity in the city, or whose existing entity competes in a lower category than the athlete in another club, provided this connection allows them to maintain their projection and achieve maximum performance.
  1. Age requirements:
  1. Athletes must be under 35 years of age inclusive (born in 1990 and later).
  1. The age limit will not apply to:

a) Athletes with a recognized disability equal to or greater than 33%.
b) Athletes who, even though they are over the age limit, can prove the results contemplated in Article 11, obtained in national or international competitions in Olympic sports whose modalities are included in the official program.

  1. Sports requirements:
  1. Must have held a federation license issued by a sports federation of the Valencian Community (provided that such a federation exists in the Valencian Community) at the time of obtaining the sporting results assessed in this call, except for athletes whose residency requirements are found in section A.3. In the case of achievements obtained under a license from a federation not registered in the Valencian Community, the score awarded will be 80% of the scale provided for in Article 11.
  1. Have been part of national or regional teams in any sport whose federation is recognized by the Valencian Community or the Higher Sports Council, having participated in official competitions.
  1. To be concentrated in high-performance centers, specialized high-performance centers, sports development centers, and specialized sports development centers recognized by the Higher Sports Council, based on the Resolution of January 10, 2014, of the General Directorate of Sports.
  1. Team sports athletes who have participated in the Spanish Championship in their chosen discipline and who have been champions or runners-up in the Valencian Community regional championships.
  1. Athletes who have qualified for the Spanish Championships by achieving the minimum score required for participation. For these purposes, this includes gymnasts who have participated in the "Spanish Absolute Individual and Group Championships" after passing the pre-selection process, in which only 20 gymnasts from all over Spain compete.
  1. Athletes who have won medals in the Valencian Community Regional Championships, National Championships, European Championships, World Championships, and Olympics in sports whose federation is recognized in the Valencian Community or by the Higher Sports Council.

11.1 In the children's category, first and second place in Regional Olympic Sports Championships will be awarded points.

11.2 In the rhythmic gymnastics sport, only results obtained in the "Individual and Group Absolute Championships, Team Championships, and the CESA Regional National Team Championship," "Queen's Cup," and the Spanish Cup, all from children to senior categories, will be considered. Only the children's category will be considered in the "Spanish Youth Championship."

11.3 In individual/team sports, only the results obtained by pairs, teams or groups that carry out their competitive action simultaneously (doubles tennis, rhythmic gymnastics group, rowing crews, etc.) will be considered, discarding the results obtained by club, national team or similar classification.

  1. Paralympic athletes from the city of Torrevieja will be able to apply for these scholarships under equal conditions and with the same rights.
  1. In accordance with Article 7 of the General Ordinance Regulating the Granting of Subsidies by the Torrevieja City Council and Article 19 of Law 38/2003, of November 17, General Subsidies, these scholarships will be compatible with any other aid granted by another public administration.

3. Exclusions.

The following may not be beneficiaries:

  1. Athletes who are not up to date with their tax obligations with the State, Regional, and Local Tax Authorities must provide the documents issued by the aforementioned entities. However, in accordance with Article 24 of Royal Decree 887/2006, of July 21, which approves the Regulations of Law 38/2003, of November 17, General Subsidies, the obligation to prove up-to-date status with the Tax Agency, Social Security, and Torrevieja City Council is replaced by a model declaration of compliance with the Tax Agency, Social Security, and Torrevieja City Council, which appears in Annex III. This form is provided that the amount to be received by the beneficiary does not exceed €3,000. Otherwise, the beneficiary is required to present proof of compliance with their tax obligations with Social Security and Torrevieja City Council.
  1. Athletes who have been definitively sanctioned for doping violations. If a procedure is pending final resolution, the granting of aid will be suspended until a final decision is issued.

4. Objective scope.

  1. Scholarships will only be awarded for Olympic sports or for sports whose federation is recognized in the Valencian Community or the Higher Sports Council.
  2. University Championships and any other championships organized by private entities are excluded.
  3. Scholarships will be awarded based on proven sporting results, provided that the circumstances and conditions set forth in these rules are met.

5. Accreditation of sporting merits.

For the assessment of sporting results, it is essential to present a certificate issued by the corresponding federation stating the results obtained and the date of each achievement to be assessed.

. Second. Object and purpose:

  1. The objective is to support and promote the participation of local athletes in federated competitions during the 2024/2025 season or 2025 annual period (period from September 1, 2024 to August 31, 2025) , rewarding those who have excelled in official championships.
  1. The purpose of these bases is to promote the dedication required by competitive sport, facilitate the permanence of athletes in local clubs, and assist in the training and preparation of athletes from Torrevieja.

Third. Regulatory bases:

Decree of the Councilor for Economy and Finance of the Torrevieja City Council dated October 13, 2025, approving the bases for the call for the granting of scholarships to local athletes for the 2025 financial year.

Fourth. Financing of the call :

The funding for the scholarships awarded under these rules will be charged to the 2025 budget allocation No. 341.48000, for a total amount of 65,000 euros.

Fifth. Deadline for submitting applications.

The deadline for submitting applications under this notice is 10 business days , starting on the day following its publication in the Official Gazette of the Province.

- It is a voluntary process because it requires both parties to agree to participate and accept the solution.

- It is a confidential process because everything discussed in the sessions remains between the mediator and the parties.

- It is carried out through a or several meetings between the parties with the professional mediator in a neutral location to talk, communicate, understand each other, propose, etc., and thus find the most appropriate solution to the conflict.

The main benefits of intercultural mediation include improved communication and mutual understanding between people of different cultures, the prevention and effective resolution of conflicts arising from cultural differences, the promotion of inclusion and respect for diversity, and the fostering of collaborative and sustainable solutions that consider the cultural perspectives of all parties.

SCHEDULE.-

Monday to Friday from 10:00 a.m. to 1:00 p.m.

ADDRESSED TO.-

Boys and girls aged 4 to 17 enrolled in specific classrooms with specific educational needs or with a school enrollment certificate.

PRICE.-

The price of a place is €412.50.

Although this price may be discounted , in accordance with the provisions of the Public Price Regulatory Agreement approved in the session dated June 5, 2024, in cases where the per capita income (total family income divided by the number of members) of the family unit does not exceed €600/month gross average of the three months prior to the 2025 application.

The price of a subsidized space is €128.90.

They must prove their family income by providing the documentation indicated in the application. Failure to do so will result in the understanding that they are not applying for the subsidized place.

The same regulatory agreement includes the possibility of exemption from paying for the space, subject to a report from the Department of Social Welfare.

Municipal Summer School 2025

Applications are open from May 6 to May 30, 2025.

NUMBER OF PLACES.-

There are a total of 315 available places, distributed to up to 200 participants for the month of July and 115 participants for the month of August. If all places in July are not filled, they will be added to those offered in August.

If the number of applications exceeds the number of places, the criterion used for inclusion will be the registration date.

Vacant places may be filled by new applicants, and payment will be proportional to the number of days attended, provided that at least fifteen days of the activity can be completed.

NUMBER OF DINING PLACES.-

There are a total of 275 available places, distributed up to 175 participants for the month of July and 100 participants for the month of August. If all places in July are not filled, these will be added to those offered in August.

PRICE OF THE PLACE.-

The price of a space is €160/month and €80/fortnight.

Although these prices may be reduced , in accordance with the provisions of the Public Price Regulatory Agreement, approved at the meeting of June 5, 2024, in cases where the per capita income (total family income divided by the number of members) of the family unit does not exceed €600/month gross average for the three months prior to the 2025 application, at €50/month and €25/fortnight . They must prove the family unit's income by providing the documentation indicated in the application. Failure to submit this documentation will be deemed not to have applied for the subsidized place.

The same regulatory agreement includes the possibility of exemption from paying for the space, subject to a report from the Department of Social Welfare.

ABSENCES .-

Minors' absences must be justified. Three unjustified absences will result in the cancellation of their place, and no refund will be given for the activities.

PAY .-

The activity settlement document must be collected from the Social Welfare Department, and payment must be made to the collaborating banks indicated therein.

Proof of payment must be submitted to the Social Welfare offices within the indicated period.

ADMISSION .-

Applications that do not provide the required documentation will be NOT ACCEPTED , as well as those accepted applications that do not pay the corresponding fee within the established time period.
