First. Requirements for applicants and beneficiaries.
Legally constituted sports clubs that meet the following requirements may participate in this call for applications:
• Be adapted to Law 2/2011, of March 22, of the Valencian Government, on Sport and Physical Activity in the Valencian Community.
• Be registered in the Register of Sports Entities of the Valencian Community.
• Be registered in the Municipal Register of Associations of Torrevieja.
• Have its registered office in the city of Torrevieja and carry out effective sporting activity therein.
• To have its own legal personality and be non-profit.
• Comply with the requirements established in this call for applications.
Likewise, applicant entities must be up to date with compliance with the obligations arising from their registration in the Municipal Register of Associations of the Torrevieja City Council, in accordance with the provisions of the Organic Regulation of Citizen Participation.
5.2. Exclusions
In general, the following will be excluded from this call for applications:
a) Entities in which any of the circumstances provided for in sections 2 and 3 of article 13 of the LGS 38/2003, of November 17, occur.
b) Entities that are not up to date with their tax obligations, Social Security obligations or obligations to the Torrevieja City Council.
c) Entities that have pending justification of subsidies previously granted by the Torrevieja City Council, provided that the deadline established for their justification has expired, or that are not up to date with compliance with obligations for the repayment of subsidies.
d) Entities that fail to comply with the requirements established in this call or that lose, during the processing of the procedure or prior to the payment of the subsidy, any of the requirements demanded to obtain the status of beneficiary.
In particular, the loss of registration in the Municipal Register of Associations of the Torrevieja City Council may lead, after processing the appropriate procedure and hearing the interested entity, to the denial of the subsidy or to the loss of the right to collect it, as appropriate.
5.3. Specific exclusions
The following are expressly excluded from this call for applications:
• The Sports Federations and therefore, their territorial delegations.
• Public Limited Sports Companies.
• Sports Promotion and Recreation Entities
• Clubs that participate in professional competitions or leagues.
• Sports clubs that receive municipal funding through a nominative agreement or similar instrument for the financing of the same teams, categories, activities or expenses included in this call.
• Sports Entities belonging to or integrated into public or private Universities.
Second. Purpose and objective of the call:
1. The purpose of these rules is to regulate the granting, under a competitive bidding system, of subsidies intended to support the sporting activity carried out by the clubs and sports entities of the municipality of Torrevieja during the 2026 financial year or the 2025/2026 sports season, in the field of official federated sports competitions and the promotion of grassroots sport.
2. Sports activities carried out in the Benjamin, Alevín, Infantil, Cadete, Juvenil/Junior and Senior/Veterano categories will be eligible for subsidies, in accordance with the organizational and competitive structure of the respective sports federations.
3. The inclusion of expenses corresponding to the 2025/2026 sports season is justified by the very nature of federated sports competitions, whose planning, development and execution are usually structured by sports seasons that cover different budget years, generating expenses necessary for the sports activity prior to the economic year of imputation.
4. The purpose of these subsidies is to promote federated sports practice and grassroots sports in the municipality of Torrevieja, to encourage participation in official competitions, to promote healthy lifestyle habits and to contribute to the strengthening of the local sports association fabric as an instrument of integration, social cohesion and citizen participation.

Fourth. Amount:
The financing of the grants awarded under these Terms and Conditions will be carried out using budget line item 341.48001 of the 2026 budget, for a total amount of 400,000 euros.
Fifth. Deadline for submitting applications.
According to article 20.8 of the General Subsidies Law, these rules will be published in the National Database of Subsidies and subsequently published in the Official Gazette of the province.
The deadline for submitting the applications referred to in this call will be 15 working days from the day after its publication in the Official Gazette of the Province.

PROVISIONAL LIST OF CHILDREN ADMITTED TO THE CONCILIA SUMMER PROGRAM 2026
Once the applications have been verified, the provisional list of children admitted to the CONCILIA VERANO program will be published on the municipal website, in order of priority. A period of 10 business days, from June 11th to June 25th, will be open for applications . to present any allegations they deem appropriate.
The list can be consulted: on the municipal website, on the notice board of the electronic headquarters and at the Social Welfare headquarters.

GRANTS FOR HOLDING SPORTING EVENTS AND ACTIVITIES IN TORREVIEJA, YEAR 2026
Extract from the Resolution of June 5, 2026 of the Councillor for Economy and Finance, approving the call for applications for grants for Sports Events and Activities in Torrevieja for the year 2026.
First. Beneficiaries:
Entities applying for a grant may only apply for one grant program.
5.1 Grant recipients:
The following may be beneficiaries:

Legally constituted non-profit associations and entities, with their own legal personality, with registered office in the municipality of Torrevieja and registered in the Register of Neighborhood Associations of Torrevieja, that carry out sports activities in the municipal area and meet the requirements established in this call.

Sports Federations, at the National or Regional level, that organize official championships in the city of Torrevieja.
The entities described in point 5.1.a. may submit a maximum of two applications corresponding to different sporting events, which will be assessed independently.
5.2 Requirements for the sporting activity:
The sports activities eligible for subsidies must meet the following requirements:

It will be carried out in person in the municipality of Torrevieja, excluding virtual tests.
-
It must be of a one-off or concentrated nature in a limited period of time, and cannot be integrated into a complete sports season. As a guideline, the duration of the activity will not exceed 25 days, unless sufficiently justified in the technical report.
-
Regarding the minimum age for participation, comply with the federation or regulatory rules applicable to each sport and, failing that, do not provide for regulated competitive participation below the age of 6.
-
The event must have a majority of athletes from outside the organizing entity, and the technical report must demonstrate the open nature of the event and its ability to attract external participants.

Have the mandatory insurance required by current regulations.
The above requirements are based on:
-
To ensure that the economic impact of the activity (sports tourism, overnight stays and consumption) benefits the local economy, as well as to facilitate citizens' access to viewing sporting events.
-
Ensure that subsidies are allocated to one-off sporting events, avoiding the funding of structural or full-season activities.
-
Adapt participation to technical criteria and recommendations of sports federations, guaranteeing the protection of minors.
-
To promote open participation and the external projection of the city, avoiding internal or restricted activities.
5.3 Exclusions:
5.3.1 General exclusions
The following will not be eligible for beneficiary status:
-
Entities in which any of the circumstances provided for in sections 2 and 3 of article 13 of Law 38/2003, of November 17, General Law on Subsidies, occur.
-
Entities that are not up to date with their tax obligations, Social Security obligations or obligations to the Torrevieja City Council.
-
Entities that have outstanding justifications for subsidies previously granted by the Torrevieja City Council or are not up to date with the payment of repayment obligations, under the terms provided for in the applicable regulations.
5.3.2 Specific exclusions
In general, projects that fit the following profiles will be excluded:

Sports schools or continuing education activities.
-
Activities aimed at school age that take place during school hours.
-
Projects subsidized through an agreement by the Department of Sports.
-
Training courses, talks and conferences.
-
Exhibition sports activities without active participation.
-
Campuses, training camps or similar activities, especially when they take place in municipal facilities of the Department of Sports.
-
Activities that have been fully or partially funded by other grants from the Torrevieja City Council for the same purpose.
Second. Purpose and objective of the call
The purpose of this call is to promote the organization of sporting events and activities held in the municipality of Torrevieja that have taken place or will take place between November 1, 2025 and October 31, 2026 , charged to the municipal budget for the 2026 fiscal year.
The inclusion of expenses accrued prior to the 2026 financial year is justified by the need to cover preparatory and organizational expenses essential for holding the subsidized events, in accordance with the municipal sports planning and the competitive calendar of the different modalities, all in compliance with the applicable regulations on subsidies.
The purpose of these subsidies is to encourage and promote sports practice , promote healthy lifestyle habits and contribute to projecting the city's image abroad at the national level through the celebration of sporting events of special social, economic and tourist interest.

2026 MUNICIPAL EMPLOYMENT PROGRAM "TORREVIEJA OCUPA-T"
The Torrevieja City Council has approved the regulatory framework for the 2026 Municipal Employment Program “Torrevieja Ocupa-T”, an initiative aimed at promoting employability through the temporary hiring of 27 unemployed people for various municipal services.
The program includes contracts of up to twelve months duration, full-time of 35 hours per week, through the modalities of "contract for the improvement of employability and labor market integration" and "training contract to acquire an appropriate professional practice".
The positions offered include administrative assistants, orderlies, construction workers, lawyers, social workers, microcomputer systems technicians, network analysts, and business consultants.
Unemployed people registered as job seekers at Espai Labora Torrevieja on the date of publication of the call and who meet the requirements established in the rules may participate in this call.
For contracts aimed at improving employability and facilitating employment, applicants must be at least 30 years old. For apprenticeship contracts, applicants must be under 30 years old and also meet the specific requirements stipulated in labor legislation for this type of contract.
Likewise, it will be mandatory to have the qualification required for each position advertised and to maintain all the requirements both on the date of publication of the call for applications and at the time of formalization of the contract.
The application period will be ten working days, starting the day after the publication of the call for applications in the Official Gazette of the Province of Alicante. Applications may be submitted preferably electronically through the municipal website or in person at the Town Hall's General Registry.
The City Council especially reminds everyone that each person may only apply for one place .
The required documentation will include, among other documents, the signed standardized application, identification document, DARDE, LABORA registration certificate and the qualification required for the position.
Furthermore, it is important to expressly emphasize that all supporting documentation of merits must necessarily be submitted along with the application and within the established submission period .
In this regard, the rules clearly state that merits that have not been documented within the application period will not be considered, and that the subsequent submission of supporting documentation will not be accepted, except to correct formal defects in documentation already submitted within the deadline.
Among the merits that can be taken into account are professional experience, additional training, knowledge of Valencian and community languages, unemployment without benefits, long-term unemployment, functional diversity, situation or risk of social exclusion, being over 45 years of age and single-parent or single-mother families.
The selection process will be conducted through a competition with a semi-structured interview, and the maximum total score will be 27 points.
All information relating to the call for applications, application form and official publications will be available on the electronic headquarters of the Torrevieja City Council and on the municipal website ( www.torrevieja.es ).
Collaboration Protocol and Call for Sponsorship of the Torrevieja Education Congress 2026.
The purpose of this protocol is to regulate the conditions of collaboration between the Department of Education of the Torrevieja City Council and the sponsoring entities that wish to contribute to the development of the Education Congress through contributions or in kind.

Extract from the Resolution of October 13, 2025, issued by the Councilor for Economy and Finance, approving the call for grants to Torrevieja athletes for the 2025 financial year.
First. Requirements for applicants and beneficiaries.
1. General condition.
Athletes who have previously demonstrated significant sporting results, demonstrate initial quality, special dedication to sports practice, and demonstrate immediate or future projection in performance sports may be eligible for these grants.
2. Subjective scope.
Individual athletes affiliated with any sports federation who meet the following requirements may apply for a scholarship:
- Residency requirements:
- Non-professional athletes in the children's, cadet, youth, junior and senior categories, linked in the current season (2025 or 2024/2025) and, at least during the two previous seasons (2022-23, 2023-24), to sports entities based in the city of Torrevieja.
- Non-professional athletes from the above categories registered in the city of Torrevieja and belonging to sports entities based there.
- Non-professional athletes in the above categories registered in the city of Torrevieja whose sporting discipline does not have a registered entity in the city, or whose existing entity competes in a lower category than the athlete in another club, provided this connection allows them to maintain their projection and achieve maximum performance.
- Age requirements:
- Athletes must be under 35 years of age inclusive (born in 1990 and later).
- The age limit will not apply to:
a) Athletes with a recognized disability equal to or greater than 33%.
b) Athletes who, even though they are over the age limit, can prove the results contemplated in Article 11, obtained in national or international competitions in Olympic sports whose modalities are included in the official program.
- Sports requirements:
- Must have held a federation license issued by a sports federation of the Valencian Community (provided that such a federation exists in the Valencian Community) at the time of obtaining the sporting results assessed in this call, except for athletes whose residency requirements are found in section A.3. In the case of achievements obtained under a license from a federation not registered in the Valencian Community, the score awarded will be 80% of the scale provided for in Article 11.
- Have been part of national or regional teams in any sport whose federation is recognized by the Valencian Community or the Higher Sports Council, having participated in official competitions.
- To be concentrated in high-performance centers, specialized high-performance centers, sports development centers, and specialized sports development centers recognized by the Higher Sports Council, based on the Resolution of January 10, 2014, of the General Directorate of Sports.
- Team sports athletes who have participated in the Spanish Championship in their chosen discipline and who have been champions or runners-up in the Valencian Community regional championships.
- Athletes who have qualified for the Spanish Championships by achieving the minimum score required for participation. For these purposes, this includes gymnasts who have participated in the "Spanish Absolute Individual and Group Championships" after passing the pre-selection process, in which only 20 gymnasts from all over Spain compete.
- Athletes who have won medals in the Valencian Community Regional Championships, National Championships, European Championships, World Championships, and Olympics in sports whose federation is recognized in the Valencian Community or by the Higher Sports Council.
11.1 In the children's category, first and second place in Regional Olympic Sports Championships will be awarded points.
11.2 In the rhythmic gymnastics sport, only results obtained in the "Individual and Group Absolute Championships, Team Championships, and the CESA Regional National Team Championship," "Queen's Cup," and the Spanish Cup, all from children to senior categories, will be considered. Only the children's category will be considered in the "Spanish Youth Championship."
11.3 In individual/team sports, only the results obtained by pairs, teams or groups that carry out their competitive action simultaneously (doubles tennis, rhythmic gymnastics group, rowing crews, etc.) will be considered, discarding the results obtained by club, national team or similar classification.
- Paralympic athletes from the city of Torrevieja will be able to apply for these scholarships under equal conditions and with the same rights.
- In accordance with Article 7 of the General Ordinance Regulating the Granting of Subsidies by the Torrevieja City Council and Article 19 of Law 38/2003, of November 17, General Subsidies, these scholarships will be compatible with any other aid granted by another public administration.
3. Exclusions.
The following may not be beneficiaries:
- Athletes who are not up to date with their tax obligations with the State, Regional, and Local Tax Authorities must provide the documents issued by the aforementioned entities. However, in accordance with Article 24 of Royal Decree 887/2006, of July 21, which approves the Regulations of Law 38/2003, of November 17, General Subsidies, the obligation to prove up-to-date status with the Tax Agency, Social Security, and Torrevieja City Council is replaced by a model declaration of compliance with the Tax Agency, Social Security, and Torrevieja City Council, which appears in Annex III. This form is provided that the amount to be received by the beneficiary does not exceed €3,000. Otherwise, the beneficiary is required to present proof of compliance with their tax obligations with Social Security and Torrevieja City Council.
- Athletes who have been definitively sanctioned for doping violations. If a procedure is pending final resolution, the granting of aid will be suspended until a final decision is issued.
4. Objective scope.
- Scholarships will only be awarded for Olympic sports or for sports whose federation is recognized in the Valencian Community or the Higher Sports Council.
- University Championships and any other championships organized by private entities are excluded.
- Scholarships will be awarded based on proven sporting results, provided that the circumstances and conditions set forth in these rules are met.
5. Accreditation of sporting merits.
For the assessment of sporting results, it is essential to present a certificate issued by the corresponding federation stating the results obtained and the date of each achievement to be assessed.
. Second. Object and purpose:
- The objective is to support and promote the participation of local athletes in federated competitions during the 2024/2025 season or 2025 annual period (period from September 1, 2024 to August 31, 2025) , rewarding those who have excelled in official championships.
- The purpose of these bases is to promote the dedication required by competitive sport, facilitate the permanence of athletes in local clubs, and assist in the training and preparation of athletes from Torrevieja.

The price of a subsidized space is €128.90.
They must prove their family income by providing the documentation indicated in the application. Failure to do so will result in the understanding that they are not applying for the subsidized place.
The same regulatory agreement includes the possibility of exemption from paying for the space, subject to a report from the Department of Social Welfare.

Applications are open from May 6 to May 30, 2025.
NUMBER OF PLACES.-
There are a total of 315 available places, distributed to up to 200 participants for the month of July and 115 participants for the month of August. If all places in July are not filled, they will be added to those offered in August.
If the number of applications exceeds the number of places, the criterion used for inclusion will be the registration date.
Vacant places may be filled by new applicants, and payment will be proportional to the number of days attended, provided that at least fifteen days of the activity can be completed.

There are a total of 275 available places, distributed up to 175 participants for the month of July and 100 participants for the month of August. If all places in July are not filled, these will be added to those offered in August.

They must prove the family unit's income by providing the documentation indicated in the application. Failure to submit this documentation will be deemed not to have applied for the subsidized place.
The same regulatory agreement includes the possibility of exemption from paying for the space, subject to a report from the Department of Social Welfare.
ABSENCES .-
Minors' absences must be justified. Three unjustified absences will result in the cancellation of their place, and no refund will be given for the activities.
PAY .-
The activity settlement document must be collected from the Social Welfare Department, and payment must be made to the collaborating banks indicated therein.
Proof of payment must be submitted to the Social Welfare offices within the indicated period.
ADMISSION .-
Applications that do not provide the required documentation will be NOT ACCEPTED , as well as those accepted applications that do not pay the corresponding fee within the established time period.
RECOMMENDATIONS .-
Cool, light clothing, a cap, lunch, and sunscreen.

This program is aimed at improving the nutrition of older people, consisting of daily delivery to the interested person's home of a midday meal, from Monday to Friday.
