Modernization and digitization projects in the field of administrations of local entities

The City Council works to employ the aid received from the Ministry of Territorial Policy, within the framework of the Recovery, Transformation and Resilience Plan of the Government of Spain.

The Ministry of Territorial Policy, within the framework of the Recovery, Transformation and Resilience Plan of the Government of Spain, through Order TER/1204/2021, of November 3, approved the regulatory bases and made the corresponding call for 2021, of subsidies destined to the digital transformation and modernization of the Administrations of Local Entities (BOE November 6, 2021).

The Torrevieja City Council submitted an application to develop two projects in two different strategic lines, specifically, L2 Intelligent Operations and L5 Cybersecurity.

The resolution published last May, establishes that the City Council of Torrevieja has been the beneficiary of the aid requested for both projects presented, through which it will contribute to the achievement of milestones 167 and 169 and objective 168 of the Recovery Plan, Transformation and Resilience.

Specifically, there are €249,623.00 in aid for the project presented online L2 Intelligent Operations with the title "Automation of processes to improve the quality of services provided to citizens and companies" and €65,340.00 in aid for the project in L5 Cybersecurity, called Implementation of a Cybersecurity Operations Center. In total, €314,970.05.

Regarding the process automation project and after the favorable Resolution granting the aid by the Ministry of Territorial Policy, the Torrevieja City Council has carried out an in-depth analysis of the pre-selected processes in the proposal presented in December 2021, in order to confirm the preselection and lay the foundations for its implementation. The work carried out leads to the modification of the initial project, for which authorization will be requested in the near future.

The project is based on the implementation of RPA (Robotic Process Automation) technology.

The processes to be automated correspond to the Treasury, Social Services, Sports, Innovation, Press and Markets areas.

A contracting file has been initiated whose purpose is the supply, support and maintenance of RPA (Robotic Process Automation) software licenses based on the UiPath platform and hosted on the City Council's own infrastructure, as well as the provision of programming, configuration and commissioning services. progress of said licenses for the implementation of the processes selected by the City Council of Torrevieja, so far processes of low and medium complexity.

Within the scope of the project approved in the L5 Cybersecurity line, called Implementation of a Cybersecurity Operations Center, two procurement files have been initiated for the supply, deployment and start-up of SIEM (security information and event management) type licenses. in the computer systems of the City Council of Torrevieja and supply, deployment and start-up of a solution for the protection of user equipment (EDR/XDR), including servers and devices, against advanced cybersecurity threats.

Both in the project L2 Automation of processes to improve the quality of services provided to citizens and companies and in project L5 Implementation of a Cybersecurity Operations Center, the complexity of the matter and other reasons will motivate that immediately , the City Council requests, according to the procedure established in the bases (art. 11), the modification of the term of execution of both projects.

It is the first time that the use of “software robots” has been attempted in the Torrevieja City Council to automatically carry out tasks that consume the time of public employees without generating any value.

In terms of Cybersecurity, the initiative joins others in progress, all of them aimed at improving the availability of computer services, confidentiality and other dimensions of information security.
